Planning Commission <br />Meeting Minutes <br />January 12, 2012 <br />Page 6 of 10 <br />Resolution No. 30, Series 2011, Parks, Recreation, Open Space& <br />Trails (P.R.O.S.T) Master Plan. <br />The PROST Master Plan is a <br />comprehensive document to guide the City of Louisville Parks and <br />Recreation Department in the maintenance, improvement, development <br />and prioritization of resources related to parks, recreation, open space, <br />trails, facilities and programming. (Continued from the December 8, <br />2011 meeting) <br />Applicant: City of Louisville <br />Representative: Kathy Kron, Parks and Recreation Department, Project Manager <br />Case Manager: Sean McCartney, Principal Planner <br />Public Notice Certification: <br />McCartney reported the item was continued from the December 8, 2011 meeting <br />therefore new public notice was not required. <br />Conflict of Interest and Disclosure: <br />None heard. <br />Staff Report of Facts and Issues: <br />McCartney briefly introduced Resolution No. 30, Series 2011. He reminded the <br />Commissioners the 2009 Comprehensive Plan required a Parks and Recreation <br />Master Plan. He introduced Kathy Kron, Project Manager with the Parks and <br />Recreation Department. <br />Kron stated she and Joe Stevens, Director of the department were present to discuss <br />the Master Plan. Kron continued with the following review points with the use of a <br />power point presentation. <br />Project Overview included the following discussion topics: <br />1)Needs assessment <br />2)Inventory and analysis <br />3)Build on existing plans and surveys <br />4)Findings compilation report <br />5)Recommendations and action plan <br />6)Final Report <br />Kron reviewed the goals of the Master Plan as follows: <br />A.Park, OpenSpace and Trails Improvements <br />Goal: Improve tail connections to promote healthy and enjoyable alternative <br />transportation and opportunities for active recreation. <br />Goal:Maintain existing high levels of service for parks, open space and trails <br />as Louisville matures and evolves. <br />B.Organizational Structure <br />Goal: Maximize efficiency <br />C.Recreation Services <br />Goal:Ensure a service delivery model that remains responsive and relevant to <br />City residents’ leisure behaviors, interests, and needs. <br />Goal:Promote environmental stewardship and education. <br />Goal:Enhance communications and outreach efforts to increase efficiencies <br />and effectiveness. <br /> <br />
