Revitalization Commission
Minutes
DATE
buildings can be integrated. A general discussion followed regarding LRC's role
in the matter.
Reports of the Commission — None.
Business Matters of the Commission —
Update on 42 Gateway Project — Troy Russ provided an update on the project
and discussed the crossing under the railroad tracks. BNSF has offered to install
a roughly 32' wide by 10' deep culvert under the tracks. Troy described some
options being explored with regard to utility conflicts and the entrance to the
Gateway from the west. A public meeting will be held at 6:30PM on April 18th at
City Hall to present the project to the public and solicit comments.
36 Commuting Solutions — Audrey DeBarros presented an overview about the
Louisville -based organization she represents and what 36 Commuting Solutions
provides. She discussed the concept of Transportation Management
Organization (TMO) for the Louisville corridor. 36 Commuting Solutions
advocates for investments in multimodal transportation on Highway 36, continued
progress on FasTracks, expansion of transportation services and education of
employers about transportation options. The Board asked about the dedicated
bike lane that is part of improvements to 36 being made starting this year. Troy
provided some description of the initial alignment of the bike path near Louisville.
Drainageway A -2 Project Update — David Thompson, the City's Engineer
providing oversight for this project, noted that the City is evaluating options for
transferring 100 -year flows from the downtown area to Coal Creek, in part by
using new culverts located under the railroad tracks. To reach the Creek, the
project necessarily involves Boulder County and the City of Lafayette; however
Boulder County has indicated it is not willing to fund the work in the jointly owned
Open Space lands through which the drainage way may proceed. Consequently,
the City is looking at other alignments for the open channel to reach the Creek.
The Board asked about the consequences of a 100 -year event and if the 32 ft.
culvert envisioned for the Gateway project is being factored into the drainageway
plans. It was noted the crest of a 100 -year flood would reach the railroad tracks,
and the Engineering department is working with the Planning department relative
to the Gateway underpass and its impact on the drainageway project.
Livable City Concepts and Opportunities — Mary Ann Heaney of the Louisville
Sustainability Advisory Board made a presentation having to do with reshaping
the built environment of cities in order to achieve livable city goals, including
economic benefits, improved health and social welfare. Some recommended
practices for embedding livable city goals include increasing public spaces,
offering gardening opportunities and making a city more walkable.
