Projects designed <br />without a transit option will have a higher parking ratio. He noted the project is on a <br />bus route and is eight (8) blocks from downtown. <br />Mike Mulhern stated they have completed two similar projects, with a mid-level <br />apartment unit. He reminded the Commissioners these units will be a higher end unit <br />designed for the eco-boomers with good jobs. <br />Lipton asked how the roof-top mechanicals are being screened. <br />Mulhern stated there is a four (4) foot parapet, so the 30” high units will be completely <br />hidden. <br />Lipton asked Russ if the apartments units could be converted to personal ownership. <br />Russ stated there is a condo process for creating condo units, therefore they could <br />be converted to condos that are personally owned. <br />Lipton asked if the buildings were converted to three (3) stories on all the buildings, <br />how many units would be lost. <br />Loftus stated they would lose 32 units. <br />Lipton inquired about the price point per unit size. <br />Loftus stated the studios would be $1.60 to $1.65 per SF ($900 to $975) while a one- <br />bedroom would be approximately $1,000 per month. <br />Lipton asked if the cost included utilities. <br />Loftus stated no. <br />Lipton asked Russ to review the variance requests and the benefits to the City. <br />Russ stated the benefits include: a public plaza; an eight (8) foot multi-path trail <br />(currently 4’) which will serve as a bike lane; retention of specimen trees on South <br />Boulder Road and the removal of the Russian Olive trees. <br />Russell asked if Loftus is required to remove the trees. <br />McMillan stated it is a requirement of the state because they are considered a <br />nuisance tree. <br />Brauneis asked who is maintaining the interior amenities of the site. <br />Russ stated the homeowner association (HOA) will maintain the interior property of <br />the site. <br />Moline asked how do we answer the question “How long do we wait on <br />redevelopment of a site”? <br />Russ stated he did not have an answer the question. He reminded the <br />commissioners they are charged with taking action on what is before them. <br />Moline stated the property is zoned CC, which is not residential. He asked how does <br />the proposal meet the comprehensive plan guidelines. <br />
