Planning Commission <br />Staff Report <br />March 22, 2012 <br />Louisville will continue to provide for the Community’s health and safety by maintaining or <br />enhancing basic services, including, but not limited to roads, water, sewer, storm drainage and <br />public safety services. <br />Yet while change occurs, Louisville will continue to remain true to a rich heritage that values <br />excellence in education, celebrates cultural diversity, supports a broad spectrum of arts and <br />respects the natural environment. The City of Louisville will strive to provide public facilities, <br />including spaces for the creation and exhibition of art in its various forms, to foster a stronger <br />community identity and encourage active community participation. Residents will have <br />opportunities to be well-informed and involved in the future of their community. The City’s <br />Comprehensive Plan will embody the values of its residents and will provide a proactive direction <br />for change as it inevitably occurs. <br />An informed, involved citizenry, the effective and efficient cooperative use of limited resources <br />(whether fiscal, societal, or natural) and proactive collaboration with local, county and regional <br />governments will enable Louisville to achieve this vision. <br />Draft Outline and Table of Contents <br />Staff is also seeking a discussion community feedback to the draft Table of Contents. Prior to <br />considering community feedback, Staff has identified nine primary elements within the <br />Community Vision, or The Plan. This list will be revised based on input received during <br />community discussions over the coming months. Staff is recommending reorganizing the <br />document to be more design and context sensitive. Eight of the nine elements (shown below) will <br />be updated. <br />a. Community Vision <br />b. Community form, Character, and Urban Design <br />c. Community Heritage (New) <br />d. Parks, Recreation, Open Space, and Trails (PROST) <br />e. Transportation, Mobility, and Accessibility <br />f. The Economy and Fiscal Health <br />g. Public Infrastructure <br />h. Housing <br />i. Community Services <br />j. Sustainable Environment (Recommended to be removed and translated into a Community Core <br />Value) <br />Staff is considering adding a new Community Heritage element to the document. Staff is also <br />suggesting the possibility of eliminating the Sustainable Environment element and incorporating <br />its principles as a community core value and incorporating sustainable principles throughout <br />each element separately. Additionally, staff is suggesting a few elements have new titles, such <br />as Land Use changing to Community Form, Character, and Urban Design. <br />RECOMMENDATION: <br />Staff is seeking discussion on the topics introduced above. <br />ATTACHMENTS: <br />a.
