Staff Report of Facts and Issues: Russ discussed the application and used a power point presentation to illustrate the project with the following information: A request to adjust property lines, through a minor subdivision plat (lot line adjustment) between Lots 17 & 18, Block 8 in the Hillsborough West 1 Subdivision. LMC Section 16.12.110 guides staff in determining if the subdivision request is minor and only require one planning commission public hearing. The request meets the criteria established in Section 16.12.110 (C)(2). The request is consistent with the yard and bulk requirements in the Hillsborough West 1 Subdivision and the Louisville Municipal Code (LMC) Staff requested an elevation exhibit to illustrate the drainage conditions of the properties. According to the survey, the properties’ existing drainage directs stormwater away from existing structures. The survey also indicates the site’s grading works with the proposed property line adjustment and will not adversely affect the adjoining structures. The City requested the property owner provide a utility locate analysis to ensure there are no utilities located along the affected property line. The applicant provided the utility locate analysis. In Summary, existing home service lines traverse the existing properties and from South Boulder Road and are not impacted by the proposed lot line adjustment. Staff recommends approval of this minor subdivision plat – lot line adjustment with no conditions. Resolution No. 03, Series 2012, recommends approval by the Planning Commission of a minor Subdivision Plat - Lot Line Adjustment for Lots 17 and 18, Block 8, in the Hillsborough West 1 Subdivision. Commission Questions of Staff: O’Connell asked for clarification regarding the guidelines the Commissioners are to use in evaluating the request. Russ reviewed LMC Section 16.12.110 and stated the Planning Commissioners should follow criteria used by staff and assess the proposal for its impacts on lot area, lot coverage, building setbacks, drainage, and easements Applicant Presentation: Gary Mancuso, 1550 Madison Court briefly discussed the application and asked if the Commissioners had any questions.
