Planning Commission <br />Meeting Minutes <br />January 26, 2012 <br />Page 2 of 4 <br />Published in the Camera on January 11, 2012 Posted in City Hall, the Library, the <br />Recreation Center, the Police and Court Building and mailed to surrounding property <br />owners on January 10, 2012. <br />Conflict of Interest and Disclosure: <br />None heard. <br />Staff Report of Facts and Issues: <br />Russ discussed the application and used a power point presentation to illustrate the <br />project with the following information: <br />A request to adjust property lines, through a minor subdivision plat (lot line <br />adjustment) between Lots 17 & 18, Block 8 in the Hillsborough West 1 <br />Subdivision. <br />LMC Section 16.12.110 guides staff in determining if the subdivision request is <br />minor and only require one planning commission public hearing. <br />The request meets the criteria established in Section 16.12.110 (C)(2). <br />The request is consistent with the yard and bulk requirements in the <br />Hillsborough West 1 Subdivision and the Louisville Municipal Code (LMC) <br />Staff requested an elevation exhibit to illustrate the drainage conditions of the <br />properties. According to the survey, the properties’ existing drainage directs <br />stormwater away from existing structures. The survey also indicates the site’s <br />grading works with the proposed property line adjustment and will not <br />adversely affect the adjoining structures. <br />The City requested the property owner provide a utility locate analysis to <br />ensure there are no utilities located along the affected property line. The <br />applicant provided the utility locate analysis. In Summary, existing home <br />service lines traverse the existing properties and from South Boulder Road <br />and are not impacted by the proposed lot line adjustment. <br />Staff recommends approval of this minor subdivision plat – lot line adjustment with no <br />conditions. Resolution No. 03, Series 2012, recommends approval by the Planning <br />Commission of a minor Subdivision Plat - Lot Line Adjustment for Lots 17 and 18, <br />Block 8, in the Hillsborough West 1 Subdivision. <br />Commission Questions of Staff: <br />O’Connell asked for clarification regarding the guidelines the Commissioners are to <br />use in evaluating the request. <br />Russ reviewed LMC Section 16.12.110 and stated the Planning Commissioners <br />should follow criteria used by staff and assess the proposal for its impacts on lot <br />area, lot coverage, building setbacks, drainage, and easements <br />Applicant Presentation: <br />Gary Mancuso, 1550 Madison Court briefly discussed the application and asked if the <br />Commissioners had any questions. <br />Commission questions of applicant: <br />None heard. <br />Public Comment: <br />None heard. <br /> <br />
