That external effects of the proposal are controlled, considering compatibility of <br /> land use; movement or congestion of traffic; service, including arrangement of <br /> signs and lighting devices as to prevent the occurrence of nuisances; <br /> landscaping and other similar features to prevent the littering or accumulation of <br /> trash, together with other factors deemed to affect public health, safety and <br /> convenience. <br /> SRU —Criteria #4 Internal Efficiency: The proposal will generate minimal <br /> negative external impacts on adjacent land uses compared to what is currently <br /> allowed on the property. 1) Traffic impacts are approximately 60% of what <br /> would be generated if the property were a vibrant grocery store; 2) The City's <br /> storm water conditions will be improved because of on-site improvements. Staff <br /> believes the criterion has been met. <br /> 5. That an adequate amount and proper location of pedestrian walks, malls and <br /> landscaped spaces to prevent pedestrian use of vehicular ways and parking <br /> spaces and to separate pedestrian walks, malls and public transportation loading <br /> places from general vehicular circulation facilities. <br /> SRU- Criteria #5 Pedestrian Circulation: The proposed site plan provides a <br /> significant upgrade to the current pedestrian environment: All walkways meet <br /> ADA; Pedestrian visibility and safety will be improved; and buildings engage all <br /> walks. Staff believes the criterion has been met <br /> Policies and Principals of the 2009 Comprehensive Plan: The 2009 Comprehensive <br /> Plan defines seven opportunity areas in its long-range vision within its framework plan. <br /> The Safeway site is located in Area #1, titled — Master Planning Neighborhoods and <br /> Retailer Revitalization. Staff believes the proposed Safeway redevelopment is <br /> consistent with the spirit and intent of the 2009 Comprehensive Plan. The project is <br /> consistent with all 41 principles and all but one of the established supporting policies. <br /> The one policy where there is a conflict is Policy FH 1.2: "New development should not <br /> have a negative impact on the City's fiscal position." According to the developer's <br /> analysis, the public services required by the project would cost more than the revenue <br /> generated by the project. <br /> There would be economic benefits from the project City-wide, which could outweigh the <br /> negative fiscal returns. Also, the fiscal impact of the proposed development on the City <br /> should be evaluated relative to other land uses for the site that are likely in the future. <br /> The proposed Safeway Redevelopment would not require the City to exceed its overall <br /> population limit of approximately 23,000 residents. The redevelopment proposal for the <br /> Safeway site provides a nationally recognized strategy to stimulate private commercial <br /> development and redevelopment without the necessity of public subsidy. Staff believes <br /> the criterion has been met. <br />
