RESOLUTION NO. 46, SERIES 1996

A Resolution Stating the City's Intent to Reimburse Louisville Residents for the Mill Levy Increase
should the City Join the NCWCD

WHEREAS, the City of Louisville's Raw Water Master Plan indicates that the City will require an
economical water source to serve local need; and

WHEREAS, the Northern Colorado Water Conservancy District (NCWCD) can provide water to the
City of Louisville for treatment and distribution to the residents of Louisville at an economical rate; and

WHEREAS, water from the NCWCD is drawn from a different basin than the City's current supply and
can provide an alternative supply during drought years; and

WHEREAS, NCWCD's larger storage capacity adds security during multi-year droughts; and

WHEREAS, Louisville property owners will be asked to sign a petition to join the NCWCD; and

WHEREAS, if the petition is approved and the City joins the NCWCD, the inclusion will provide for the
NCWCD's mill levy to be applied to Louisville residents; and

WHEREAS, it is the City Council's intent to offset the amount of the Mill Levy increase by reimbursing
Louisville residents through a water bill rebate.

NOW THEREFORE, be it resolved, the City Council of the City of Louisville, Colorado, does hereby
approve of a water bill rebate to Louisville water customers to offset the mill levy increase should the residents of
Louisville approve a petition to join the NCWCD. If the inclusion process is successful, the rebate will be
credited evenly to each City water customer commencing in the year in which the tax becomes payable.

PASSED AND ADOPTED this 2nd day of July, 1996.

7 (1"l ""b~

Mayor Tom Davidson

ATTEST:

~&+-~ ~

Dave Clabots, City Clerk
