COUNCIL COMMUNICATION <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br />MAYOR AND CITY COUNCIL <br />MALCOLM FLEMING <br />CITY MANAGER <br />FEBRUARY 28, 2012 <br />LOCAL EMERGENCY PREPAREDNESS — CITY COUNCIL TABLE TOP <br />EXERCISE <br />ORIGINATING DEPARTMENT: POLICE DEPARTMENT <br />SUMMARY: <br />On February 28 Mike Chard, Director of the Boulder Office of Emergency Management (OEM), <br />will conduct a tabletop exercise for the City Council and senior staff. The following is from <br />Director Chard's exercise description: <br />Event Philosophy <br />The environment during the exercise is supportive and focuses on learning and <br />facilitation of discussion. OEM will fully disclose all the exercise elements to prepare <br />participants and help everyone become familiar with the process and expectations. <br />Facilitation Plan <br />The first order of business will be an orientation process to make sure all participants <br />know the scenario information and expectations. OEM will present a detailed description <br />of the scenario storyline to give the background of the event. The timeline for the entire <br />event including each scenario section will be presented and serve as the agenda for the <br />time allocated for the tabletop exercise. Finally, OEM will outline the present scenario <br />conditions and this is when the tabletop exercise will begin, roles assumed, and <br />discussion facilitated based upon the assumed facts and conditions. <br />At various stages as the tabletop proceeds, OEM will "inject" new information about the <br />scenario to increase the complexity. The total number of injects will not be overwhelming <br />in scope nor so great that they flood the process and destroy any group dynamics. Each <br />scenario section it will be communicated clearly.
