COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: JANUARY 24, 2012 <br />SUBJECT: UPDATE ON COAL CREEK GOLF COURSE IMPROVEMENT PLAN <br />ORIGINATING DEPARTMENT: PARKS & RECREATION <br />SUMMARY: <br />On August 2, 2011 City Council awarded a contract to Herfort Norby, 100 East Street, Suite <br />200, Chaska, Minnesota for professional services to develop a Coal Creek Golf Course <br />Improvement Plan at a cost not to exceed $27,250.00. Kevin Norby will provide an overview of <br />the Golf Course Improvement Plan at the January 24, 2012 study session in anticipation of <br />pending approval and adoption by City Council. <br />The Golf Course Advisory Board (GCAB) has worked very closely with staff and Herfort Norby <br />to identify, evaluate, and develop a plan that will address issues and infrastructure challenges <br />at Coal Creek. Kevin Norby and his team have engaged stakeholders through interviews, <br />surveys, and public meetings to gather, review, analyze, and prioritize data. The consultants <br />recommendations include a six (6) phase improvement plan with an emphasis on tree removal <br />and replacement, new irrigation system, bunker renovation(s), tee renovations, drainage <br />improvements, cart path repair, converting some high maintenance turf to lower maintenance <br />areas, improved practice facilities, pond liners, and bathroom, storm shelter, signage and <br />related golfer amenities on the course. A copy of the draft Golf Course Improvement Plan was <br />previously shared with the City Council and is dated December 19, 2011. <br />FISCAL IMPACT: <br />The City's 2012 Capital Improvement Plan includes $233,000 for some contemplated <br />improvements to Coal Creek pending findings and recommendations from the Golf Course <br />Improvement Plan and concurrence from the GCAB. The Golf Course architect estimates that <br />implementation of phase 1 will cost between $222,000 - $260,000. <br />The total cost to implement all six (6) phases of the plan is estimated to cost between <br />$4,380,048 and $5,678,416 excluding Clubhouse improvements /renovations. Funding has not <br />been identified to implement phases two (2) through six (6). <br />RECOMMENDATION: <br />Mayor and City Council provide comments to the consultant, the GCAB and staff that can be <br />incorporated into a final recommendation to be presented to City Council on February 7, 2012. <br />ATTACHMENT(S): <br />1.
