City Council <br />Study Session Summary <br />January 24, 2012 <br />Page 2of 3 <br />This item will come before City Council on February 7, 2012 for final <br />consideration and adoption. <br />Update/Discussion –Emergency Services <br />This item was moved for earlier discussion prior to the GIS presentation. Police <br />Chief Bruce Goodman discussed the concept of the Incident Command System, <br />ICS, and the National Incident Management System(NIMS),which provide a set <br />of standardized organizing structures, including the ICS, to improve the <br />interoperability among jurisdictions and disciplines in various areas to prepare <br />for, prevent, respond to, and recover from domestic incidents, regardless of <br />cause, size or complexity. <br />Mike Chard, Director of the Boulder County Office of Emergency Management, <br />will conduct a table top exercise for City Council and Directors on February 28, <br />2012. A scenario will be presented so as to demonstrate the functionality of ICS <br />and NIMS and potential responsibilities of the elected officials and staff. This is <br />an opportunity for Mayor, City Council and staff to learn more about emergency <br />preparedness and develop realistic expectations of major incident management. <br />Prior to the February 28, 2012 Table Top Exercise,each Council member should <br />read An Elected Officials Policy Guide for Disasters and Emergencies and review <br />the City’s Continuity of Operations Plans and Louisville’s emergency procedure <br />plans. Additionally, Council members should take two of FEMA’s on-line <br />independent study courses, Introduction to Incident Command System and <br />National Incident Command System. Links and websites for such materials were <br />provided in the packet and discussed at the meeting. <br />Update/Discussion –Geographic Information Systems(GIS) Presentation <br />GIS Coordinator,Susan Dellinger,gave a brief presentation on the City’s GIS <br />project including the status of the project, goals and objectives and future <br />direction. GIS and Information Technology staff responded to questions from <br />CityCouncil. <br />Update/Discussion –FasTracks <br />Mayor Muckle and Deputy City Manager Heather Balser gave an update on the <br />latest discussions with RTD regarding FasTracks and discussed the presentation <br />made to the RTD FasTracks Monitoring Committee on January 17, 2012. City <br />Council reviewed and discussed financial assumptions and timing related to each <br />of the potential options for future Fastracks improvements. Further discussion <br />ensued on next steps related to RTD approval of options and opportunities for <br />public comment/involvement.City Council members expressed their dismay at <br />options that did not include rail service in the Corridor and specifically Louisville. <br />City Manager’s Report <br />The City Manager discussed the advanced agenda. <br /> <br />
