City Council <br />Study Session Summary <br />March 13, 2012 <br />Page 3of 7 <br />2012 <br />–Presentation by CU staff scheduled for March, complete feedback, <br />survey of cities thathave completed assessments.Boardis planning on <br />proposing to City Council sometimein the future to spend $12,000 on an <br />assessmentto be conducted in Louisville. <br />Sustainable Home Tour – <br />(A. Johnson) Very well received, 300 tour <br />rd <br />participants, 2011 was a 3year partnership with Transition Louisville and <br />Center for ReSource Conservation, tour was expanded to include <br />transportation, local food, local economy. A tremendous amount of work is <br />involved to put on the tour.There will not be a tour for 2012. <br />Goal 2012 –ComprehensivePlan – <br />Participating with the Comprehensive <br />Plan Update, define sustainability within the context of the Plan, incorporate <br />Livable City Principles within the ComprehensivePlan and Core Values, and <br />better integrate the Board in the planning activities of the Comprehensive <br />Plan within the Planning Department. <br />Mayor Muckle and Councilmember Yarnell expressed their appreciation for all <br />the hard work and the great amount of work that has been accomplishedby the <br />Board. Council supports the Board’s efforts with the ComprehensivePlan <br />Update and their efforts to include sustainability into the Plan. <br />Update/Discussion –Historic Preservation Commission (HPC) <br />The HPC is a seven member quasi-judicial board that hears and decides <br />requests for demolition on structures 50 years or older. The Commission also <br />advises the City Council on landmark requests, Historic Preservation Fund (HPF) <br />grant requests, and certificates of appropriateness for modifications to <br />landmarked structures. Chairperson Peter Stewart presented on behalf of the <br />HPC. <br />HPC recommended approval of four (4) residential landmark requests in 2011 <br />and one (1) conservation easement for the commercial façade of the Rex; <br />assisted staff in choosing the consultant to complete a structural assessment on <br />the Grain Elevator and is completing a historic survey of the Jefferson Place <br />Subdivision; conducted a Public Outreach Workshop in May to raise awareness <br />of historic preservation and incentives available from the City; worked with staff <br />and City Council to update the residentialincentives and create new commercial <br />incentives for the preservation of historic structures; initiated a reconnaissance <br />level survey of old town as the foundation of a possible future Preservation Plan. <br />Also, the HPC recommendeda building assessment for the Austin Niehoff House <br />(Parks and Recreation Administrative office). The City Council approved partial <br />funding for the project anda grant request has been submitted to the State <br />Historical Fund forthe other portion of thegrant.
