This <br />project has two components: <br />Design of a South Street connection between downtown Louisville and the <br />Revitalization District across the Burlington Northern Santa Fe right-of- <br />way. <br />Acontext sensitive and multimodal corridor design and implementation <br />plan for Highway 42 from Lock Street to the northern City limits of Paschal <br />Drive. <br />City contracted with Atkins North Americato complete the study. The consultant <br />hasmet withthe variousstakeholders and conducted Strengths, Weaknesses, <br />Threats, and Opportunities (SWOT) workshops. The coordination team then <br />completed a draft purpose and need statement,project goals and evaluation <br />th <br />criteria. A meeting of project partners is scheduled for April 18to meet and <br />adopt the Purpose and Need Statement, project goals and evaluation criteria. <br />Discussion of the project resulted in the followingremarks: <br />Planning Director Russ said the design for the intersections on Highway <br />42 at Pine and Paschal will show alternativessuch as a roundabout. <br />Councilmember Loo asked if CDOT hasa concern about speed.Staff <br />responded that CDOT will weigh-in duringthe design phase on traffic <br />volume <br />Will the project team coordinate with Xcelonthe placement of thenatural <br />gas pipeline so that during construction it can be avoided; possibly placing <br />the pipeline in the right-of-way under a soft surface area rather than in the <br />roadway. <br />Councilmember Keany asked if Xcel couldunderground the linesalong <br />Highway 42?Are there funds available that can be used for <br />undergounding? <br />Planning Director Russ said during the design phase a survey will be <br />completed showing where everything is located so the specifics of <br />placement can be decided. <br />Councilmember Jasiak wants a safe crossing on Highway 42—the sooner <br />the better, and then when funds are available to improve upon the <br />crossing. <br />City Manager’s Report <br />Invited City Council to attend the community meet and greet at 7:30 a.m. <br />th <br />on Wednesday, March 14, to meet candidatesfor the position of <br />Economic Development Director. Seven great candidates will be <br />interviewed. <br />Screened applications for the position of CIP Manager. Sixty-three <br />applications were received and staff has identified six candidates to come <br />in for interviews, and two of the six candidates are out-of-state so <br />interviews for out-of-state candidates will be conducted by phone. <br /> <br />
