City Council
Study Session Summary
April 10, 2012
• Councilmember Sackett was unclear about his role as liaison to the Board
and said he thought that as it is currently structured it is a waste of his
time. Carol Purfurst, Chair, explained her views of what the liaison
provides which is a bridge between Council and the Board. Carol
requested from Councilmember Sackett to bring City information to the
Board and for the Board to be able to pass information back to Council
through Councilmember Sackett.
• Mayor Muckle encouraged all Council liaisons to report during Committee
Reports at City Council meetings.
• Councilmember Jasiak offered her opinions about the problems
surrounding housing for seniors. Senior Advisory Board member, Rosalie
Lynn, said that seniors need a diversity of housing, apartments, elevators
are important because steps are a problem for seniors, mother -in -law
apartments are needed and don't know how that fits into the code. What
seems to be missing for seniors is the in between range of housing. The
City has the very expensive housing and then low- income housing that
you must qualify to live in based on your income, but little inbetween.
• Mayor Muckle thanked the Board.
• Carol Purfurst, Chair, thanked Council for coming to so many of their
events /luncheons. The Board appreciates the interest shown by council
members.
Update /Discussion — Comprehensive Plan — Core Values
Scott Robinson, Planner 1, started off the discussion as Planning Director Russ
was late to arrive. Planning Director Russ arrived shortly after the discussion
began and went on to present and update Council on the Comprehensive Plan
progress, specific to drafting the Vision Statement and Community Core Values.
The Planning Department has met with all City Boards and Commissions to
gather their views on Core Values. Feedback from each of the Boards was
included in tonight's meeting packet. A lot of discussion amongst Council and
staff at tonight's meeting. A summary of the comments made are listed below:
• Use fewer words in Vision Statement and Core Values.
• Excellent start, and acknowledgement of how much work the Planning
Department has put into this project to date.
• Omit the words family- oriented community.
• Vision, leadership and good value is vague.
• Livable? What do you mean — would like a better description.
• Mayor proposed that Council give to staff written comments /edits on the
Vision Statement and Core Values. The Mayor thought this would be
more productive and a better way to get comments to staff.
