Posted in City Hall, Public Library, <br />Recreation Center and the Courts and Police Building and mailed to surrounding <br />property owners on March 28, 2012. <br />Conflict of Interest: <br />None heard. <br />Staff Report of Facts and Issues: <br />Robinson reviewed the application with the following information: <br />A resolution recommending approval of a request to amend the previously <br /> <br /> <br />approved planned unit development (PUD) plan for the purpose of adding a <br />38’ tower which extends to 54’ when temporarily testing wind generators <br />manufactured on site. <br />Site Location: 1812 Boxelder; Lots 1 & 2, Block 5, CTC Filing #1 <br /> <br /> <br />Original PUD was approved in 1995 for industrial / office use. <br /> <br /> <br />Boulder Wind Power designs and manufactures utility scale wind turbine <br /> <br /> <br />generators <br />Tenant finish and window modification for an office is in process and do not <br /> <br /> <br />require public review. <br />They have also been a recipient of a Business Assistance Package (BAP) <br /> <br /> <br />from the City. <br />Properties to the north, west and south are all zoned Industrial (I). <br /> <br /> <br />The property to the east is zoned Agricultural (A) and contains a residence <br /> <br /> <br />and a llama farm. <br />The PUD amendment is required for the addition of a tower for testing the <br /> <br /> <br />turbines. <br />The tower discussion included the following information: <br />38 feet will extend to a height of 54 feet when a generator is attached and <br /> <br /> <br />being tested. <br />The generator is circular with a 40’ diameter. <br /> <br /> <br />Once a generator is attached to the tower it will stay in place between two (2) <br /> <br /> <br />and thirty (30) days. <br />Maximum number of test days per year is 150 days. <br /> <br /> <br />Apart from the height variance, the proposed tower meets the relevant PUD <br /> <br /> <br />and IDDSG requirements. <br />The request is for a 4 foot height variance in the height of the tower. <br /> <br />
