Commercial and office <br /> B. Uses permitted. The following commercial and noncommercial uses <br /> may be permitted within any planning area designated "commercial" on <br /> the adopted planned community development general plan: <br /> Add <br /> 20. Limited wholesale sales as defined in section 17.08.262 of this title <br /> are allowed as a special review use. <br /> These changes would implement the policy outlined by allowing limited wholesale sales <br /> as a special review use accessory to a primary retail/restaurant use in the CC, MU-CC, <br /> and PCZD-C zone districts. <br /> PUBLIC COMMENT <br /> Mayor Muckle called for public comment and hearing none, asked for Council comment. <br /> COUNCIL COMMENT <br /> Council member Keany questioned not allowing wholesale as a primary use and <br /> foresees the potential for wholesale to exceed retail. Planner Robinson maintained the <br /> business would then have the possibility to move wholesale to CTC or a zone district <br /> where allowed. <br /> Planning Director Russ addressed the ability for special review. He indicated the <br /> owners would be making a business decision when opening a business downtown and <br /> would have to understand the intent to keep downtown a pedestrian/retail community. <br /> Council member Sackett asked if staff was aware of opposition. Planner Robinson <br /> stated no negative public comment had been received. <br /> Mayor Pro Tem Dalton asked if under special review could there be more wholesale <br /> than retail. The answer was wholesale must remain secondary to the retail. <br /> Council member Keany didn't want to chase away viable businesses that might not be <br /> in compliance currently and wanted a way to address variances. Attorney Light stated <br /> the Board of Adjustment makes use interpretations. Principal use is not the scope of <br /> this ordinance but wholesaling as an accessory or subordinate use. The principal uses <br /> may be another discussion. <br /> Mayor Muckle called for public comment and hearing none, closed the public hearing. <br />
