CALL TO ORDER: <br /> Mark Persichetti called the meeting to order at 6:42 pm. <br />II. APPROVAL OF CURRENT MEETING’S AGENDA: <br /> Approval of the agenda was <br />unanimous. <br />IV. APPROVAL OF PAST MONTH’S MEETING MINUTES: <br /> Approval of the agenda was <br />unanimous. <br />V.PUBLIC COMMENTS NOT ON THE AGENDA: <br /> None. <br />VI. Comp-Plan review with Planning Department (Troy Russ) <br />Troy distributed an outline of the comp plan (distributed by Andy to LSAB, attached). <br />He indicated that council had made no changes during last month’s review. He said <br />that the changes LSAB had suggested were made. He was now seeking endorsement <br />for the plan, not formal action. Troy wanted to confirm that the overall content was <br />appropriate. The next step will be the physical planning of the city. The GIS mapping <br />will indicate areas of change and areas of stability. Planning is creating multiple <br />neighborhood sections in the comp plan. <br />There will be a four-day planning session in August. (He will confirm the dates and <br />notify us.) The plan will outline different strategies for each opportunity area. This is <br />very different than current comp plan, which essentially considers all use/design areas <br />in the city as equal. The plan no longer looks like a legal map - because the comp plan <br />cannot actually change zoning. So there are no parcel lines shown on future maps. <br />The draft is no longer organized by land use but instead by neighborhoods or character <br />zones by boundaries. <br />Troy is talking with all with large property owners and citizens in outreach meetings. <br />The plan will outline physical plans for city: parks, trails, transportation, etc. It will <br />outline policies for each character zone. A cultural heritage component has been <br />added. He suggested LSAB take each element identified in the outline (parks/rec, <br />transportation, public infrastructure, etc.) and think of how sustainability can be <br />integrated into each section - because sustainability is a core value of the plan. <br />The parks and rec master plan will be transferred to this comp plan - so there will not be <br />much work in this section. But they will obtain feedback for it in the meetings. <br />Troy felt transportation would be a huge element for LSAB. Urban design and food <br />security, community gardens would be in parks and rec. LSAB should address green <br />building goals, update the International Building code.
