Historic Preservation Commission <br />Meeting Minutes <br />March 19, 2012 <br />Page 2 of 12 <br /> <br />Presentation of Commemoration of Service <br />Stewart announced an award for Commemoration of Service for Melanie Muckle and her years <br />of service. <br />Muckle thanked the commission and stated she appreciated all of the friendships she had <br />made while on the commission. <br />Pre-filing Conference – 927 Main Street <br />Mark and Jacque Zaremba presented an interest to landmark, but wanted to make sure if they <br />landmarked they could make certain improvements to the structure. <br />Zaremba stated he plans on adding a residential unit to the back of the structure while <br />maintaining the front façade. <br />Stewart stated the Main Street portion was the historic component which is most important. <br />He appreciated the addition to the rear of the structure to alleviate any impact. <br />Lewis asked if this was constituted as a demolition based on the rear improvements because it <br />appears to be less than 50% removal. She stated she was happy the front façade was being <br />retained. <br />Zaremba stated the use is currently office space and we want more retail, but having a step <br />appears to be a dynamic that retail users don’t want. <br />Zaremba then asked about the parking in lieu process. <br />McCartney stated he would speak with them later about parking in lieu. He added there might <br />not be a need for any additional parking spaces based on the way the parking regulations deal <br />with additions in downtown. <br />Koertje gave them some background on the grant program specific to commercial incentives. <br />Stewart added there are state and federal tax credits potentially available. <br />Public Hearing – Demolition – 540 County Road (Grain Elevator) <br />McCartney presented the packet information. He gave a background of the demolition review <br />process to the citizens in the audience. He then gave the following background of the Grain <br />Elevator: <br /> <br /> Built in 1905 <br /> <br /> Used as a granary until 1960 <br /> <br /> Has not had an additional use since 1960. <br /> <br /> Is part of the National Registry <br /> <br /> Has had an HSA completed to determine its stability <br /> <br /> Complies with all criteria for potential landmarking. <br /> <br />
