<br />D. Storage of Certain Materials. The storage or processing of <br />materials which are buoyant, flammable, toxic, or explosive, or <br />which in times of flooding could be injurious to human, animal, or <br />plant life shall be at or above the flood protection elevation for the <br />particular area, or shall be flood proofed in accordance with the <br />standards and practices specified in section 17.56.250. Solid <br />waste disposal facilities, such as junkyards or areas for the <br />dumping of refuse, shall also require review and approval of the <br />Planning Commission and the City Council. <br /> <br />E. General standards. <br /> <br />1. Anchoring. <br /> <br />a. All new construction and substantial improvements <br />shall be anchored to prevent floatation, collapse, or <br />lateral movement of the structure and capable of <br />resisting the hydrostatic and hydrodynamic loads. <br /> <br />b. All manufactured homes must be elevated and <br />anchored to resist floatation, collapse or lateral <br />movement and be capable of resisting the <br />hydrostatic and hydrodynamic loads. Methods of <br />anchoring may include, but not limited to, use of <br />over-the-top or frame ties to ground anchors. This <br />requirement is in addition to applicable state and <br />local anchoring requirements for resisting wind <br />forces. Specific requirements are: <br /> <br />(1) Over-the-top ties shall be provided at each of <br />the four corners of the manufactured home, <br />with two additional ties per side at <br />intermediate locations, with manufactured <br />homes less than 50 feet long requiring one <br />additional tie per side; <br /> <br />(2) Frame ties shall be provided at each corner of <br />the manufactured home with five additional <br />ties per side at intermediate points, with <br />manufactured homes less than 50 feet long <br />requiring four additional ties per side; <br /> <br />(3) All components of the anchoring systems <br /> <br />14 <br />
