<br />2. Nonresidential construction. <br /> <br />a. New construction and substantial improvement of <br />any commercial, industrial or other nonresidential <br />structure shall either have the lowest floor (including <br />basement) elevated to the level of the base flood <br />elevation; or, together with attendant utility and <br />sanitary facilities, shall: <br /> <br />(1 ) Be flood proofed so that below the base flood <br />elevation the structure is watertight with walls <br />substantially impermeable to the passage of <br />water; <br /> <br />(2) Have structural components capable of <br />resisting hydrostatic and hydrodynamic loads <br />and effects of buoyancy; and <br /> <br />(3) Be certified by a registered professional <br />engineer or architect that the design and <br />methods of construction are in accordance <br />with accepted standards of practice for <br />meeting the provisions of this paragraph. <br />Such certifications shall be provided to the <br />director as set forth in section 17.56.180. <br /> <br />b. All new construction and substantial improvements <br />of non-residential structures within any AO and AH <br />zone on the FIRM: <br /> <br />(1) Shall have the lowest floor, including <br />basement, elevated at a point above the grade <br />at least as high as two feet above the depth <br />number specified in feet on the FIRM, or <br /> <br />(2) Together with attendant utility and sanitary <br />facilities, shall be completely flood proofed to <br />that level to meet the flood proofing standard <br />specified in subsection F.2.a.(1), (2), and (3) <br />of this section. <br /> <br />c. Within zones AH and AO, adequate drainage paths <br />around non-residential structures on slopes to guide <br /> <br />17 <br />
