Louisville City Council Meeting <br />February 20, 2001 <br />Page 5 <br /> <br />the zoning was remanded back to the Planning Commission to re-evaluate the <br />recommended zoning and Staff was directed to negotiate an annexation agreement with <br />the applicant prior to February 20, 2001. <br /> <br />Planning Director Paul Wood reviewed that Ordinance No. 1344, Series 2000, if <br />authorized, will annex a 7.6 acre parcel known as the Fischer Annexation. The <br />landowner, JoBelle Fischer (Fischer Farms Development, LLC) is petitioning the City to <br />commence a voluntary annexation of the subject property located at 701 West Spruce <br />Street. <br /> <br />Wood stated that he had received several emails and asked that they be made a part of the <br />record. Wood summarized the six emails received. Wood requested that the City <br />Council, by motion, formally include in the record of the continued public hearing the <br />following documents: Annexation and zoning application filed by the applicant; all other <br />documents the applicant has filed with the City; all documents presented to City Council; <br />all materials included in the .City Council packets; the minutes of the Planning <br />Commission hearing on the application; the zoning and subdivision ordinances; the City <br />Comprehensive Development Plan; Resolution No. 36, Series 1993; and any other public <br />records in the Planning Department's files that are related to the proposed annexation. <br /> <br />ORDINANCE NO. 1345, SERIES 2000 - AN ORDINANCE ZONING PROPERTY <br />ANNEXED TO THE CITY OF LOUISVILLE AND KNOWN AS THE FISCHER <br />ANNEXATION - 2na reading - public hearing continued from November 8, 2000 <br />(advertised Daily Camera 9/10/00) <br /> <br />Planning Director Paul Wood reviewed that Ordinance No. 1345, Series 2000, if <br />authorized, will zone the 7.6 acre parcel under the Fischer Annexation to the City of <br />Louisville Single Family Low Density (SF-LD). The property owner is requesting a SF- <br />LD zoning, which requires a minimum lot area of 21,780 SF or V2 acre. The SF-LD zone <br />district provides for a 20% lot coverage maximum. <br /> <br />Wood reviewed that at the November 8, 2000 regular meeting, Council continued the <br />zoning ordinance to February 20, 2001 and directed Staff to establish a 500' public <br />notice, and conduct a neighborhood workshop to discuss and seek consensus on site <br />planning issues for the subject property. Wood stated that concept plans were presented <br />at the workshops. Wood reviewed concept plans 4/12 and #13 submitted by the applicant <br />and stressed that at the neighborhood meetings, the concept plans were not represented to <br />be PUD plans. In addition, the zoning was remanded back to the Planning Commission to <br />re-evaluate the recommended zoning. The applicant is requesting SF-LD, which requires <br />21,780 SF lot sizes. Concept Plans Nos. 12 & 13, reflect a reduction in overall density <br />from ten lots plus one, to eight lots plus one. Lot areas have been reduced from V2 acre to <br />18,500 SF, resulting in an increase in proposed open space coverage from 15.5% to 39% <br />exclusive of on-site detention. <br /> <br />5 <br /> <br /> <br />
