<br />Louisville IJrban Renewal Authority <br /> <br />Meeting Minutes <br />June 03, 2004 <br />7:30 AM <br />City Hall <br />749 Main Street <br /> <br />Commission Members Present: <br />Claire Beckman, Rob Lathrop, Michael Reis, Robert Tofte, Mayor Chuck Sisk <br /> <br />City Representatives: <br />William Simmons, Paul Wood, Heather Balser, Sam Light, Tina Axelrad of Clarion and <br />Associates (Highway 42 Consultants), Carolynne White from the Colorado Municipal <br />League <br /> <br />I. Call to Order <br /> <br />II. Urban Renewal 101 - Carolynne White, CML Staff Attorney <br />Carolynne gave a presentation on the background of urban renewal as well as <br />a current review of the new law, HB-1203, recently passed by the legislature <br />regarding the powers and authority granted under the law. Additionally, she <br />spoke to the necessity of engaging the public early in the process and keeping <br />them informed of proposed plans, future development and public <br />improvements for the area. <br /> <br />III. Highway 42 Update - Louisville Staff and Clarion & Associates <br />Paul Wood, Planning Director gave a brief report on the Framework Plan for <br />the Highway 42 Revitalization Area followed by an update from Clarion and <br />Associates on the preparation of new zoning regulations and design standards <br />for the Highway 42 planning area. Mr. Wood then addressed the current <br />comprehensive planning process underway in the City and how such a process <br />may interact and/or provide additional feedback on the vision for the Highway <br />42 Corridor. Lastly, Heather Balser, Assistant City Manager for <br />Governmental Affairs, discussed the US 36 Environmental Impact Statement <br />(EIS) underway on the US 36 Corridor, which considers various options for <br />improving transportation mobility in the Corridor. Commuter rail along the <br />BNSF rail line continues to be one of the potential improvements, including a <br />station in Downtown Louisville within the Highway 42 Revitalization Area. <br /> <br />IV. Organizational Steps - Sam Light, City Attorney <br />Mr. Light handed out an outline of Urban Renewal Law as well as a summary <br />of procedural issues to be addressed by the Commission including such topics <br />as bylaws, officers, kgal counsel and further action items. The Commission <br />directed staff to draft some bylaws for review as well as the necessary <br />documentation for designation of meeting place/date and posting of meetings. <br />Additionally Commissioner Lathrop asked staff to research a name change for <br />
