RevitalizationCommission <br />Minutes <br />DATE <br />Page 2 of 3 <br />Public Comments – None. <br />Reports of the Commission – None. <br />Business Matters of the Commission – <br />a.Joint MeetingDate with HPC.Members expressed interest in meeting <br />with HPC on July 30 for a joint meeting. HPC prefers an evening meeting <br />and suggested 7PM. <br />Karl wants to be proactive;establish a foundation of communication with <br />HPC. <br />Aaron discussed his experience in Iowa with urban renewal, and <br />mentioned the effort there to try and save historical siteswhile bringing in <br />new life to Dubuque. Effort was focused on deciding what to save and the <br />mechanisms available to make that happen. <br />Carlos suggested focusing on identifying on what LRC and HPC can <br />agree, disagree and need to work on. <br />Karl suggested we focus on 3 questions to discuss. One possible <br />question proposed by Mike is HPC’s commitment to keeping historical <br />preservation voluntary. Carlos suggested asking do we have the tools in <br />place and what each organization can do to help the other.Another <br />suggestion was to ask what is being considered for preservation in and <br />near LRC boundaries. Karl will polish the questions and have Carlos <br />review them before they are sent out. <br />b.Discussion of South Street Underpass.Aaron talked about funding. <br />Rob discussed projected revenue and cost, which he calculated with <br />information provided by DELO. The developers east of RR tracks would <br />like a date for when the underpass will be built. It would be desirable to <br />get City Council comfortable with the return on the investment. Carlos <br />recommended the Hwy 42 crossing be part of the underpass project. <br />c. Continue LRC Study Session Discussion.Karl distributed hard copies <br />of the LRC mission and guiding principle recap, and suggested everyone <br />review it and comment. Members will be assigned tasks and produce <br />information which could be used to advocate for LRC goals. Mike <br />recommended the City consider investing in a parking facility east of the <br />tracks. Karl suggested LRC members each consider the following: <br />
