Revitalization Commission <br />Minutes <br />August 13, 2012 <br />Page 2 of 3 <br />Reports of the Commission – None. <br />Business Matters of the Commission – <br />Comp Plan Update – Gavin McMillan presented the structure of the <br />th <br />Comprehensive Plan Charrette scheduled for the week of August 27. The main <br />communitymeeting will be Monday night with a worksession meeting on <br />Tuesday night. <br />Highway 42 – South Street Underpass – Chase Mullen, a designer working on <br />the underpass, presented the current 30% design concepts. Questions were <br />asked relating to the depth of the underpass, desired modifications to the grading <br />of South and Front Streets, and the ‘look and feel’ for the improvements. <br />Discussion began about the design. Due to several detailed questions that need <br />additional time to discuss, a special meeting willbe scheduled to walk through <br />designs of the underpass and the Highway 42 reconstruction. <br />LRC and HPC Meeting Update – Becker handed out the draft agenda for the <br />joint meeting with the HPC where a date will be determined in the next couple <br />weeks. The handout is attached to the minutes. <br />LRC Final Draft of Guiding Principles – Becker handed out the final version of <br />the Commission’s guiding principles which summarize the intent and discussion <br />of the special sessions held in June 2012. <br />Catalyst Projects / Economic Modeling Plan – Becker began discussion about <br />conducting a study in conjunction with the DELO redevelopment project into the <br />amount of TIF being generated from future projects. Several infrastructure <br />improvements need to be made in the area to fully develop the area and TIF is <br />one potential source of funding. The following is the process for developing the <br />study; <br />1)Goals of the Study – Becker walked through a powerpoint presentation <br />which is attached about the goals of the study. <br />2)DELO’s consultant, Alan Matloz, will develop an initial study estimating the <br />TIF generation for the DELO project and estimate TIF generation from <br />other prospective projects in the urban renewal area. LRC will then look <br />at the assumptions and request revisions. <br />3)LRC will alsodiscuss a list of outputs the redevelopment and <br />infrastructure will have on the area and community-wide. <br />4)At the October meeting, the revised study will be discussed and then <br />present to the City Council at a worksession on October 9. <br />Discussion Items for Next Meeting – For the September 10, 2012 meeting, the <br />first version of a TIF study around specific redevelopment projects will be <br />
