Planning Commission <br />Staff Report <br />September 13, 2012 <br />TO:Planning Commission <br />FROM:Louisville Department of Planning and Building Safety <br />Troy Russ, AICP and Gavin McMillan, AICP <br />ITEM:2012 Comprehensive Plan Update <br />September 13, 2012 <br />DATE: <br />SUMMARY <br />The Planning Division is leading a City-wide effort to update the Louisville Comprehensive Plan. <br />The Comprehensive Plan is a significant tool intended to provide general guidance, establishing <br />a flexible framework of community-based principles, policies and implementation strategies. The <br />Comprehensive Plan should integrate and align governing regulations, infrastructure, and <br />services with community values, needs and civic priorities, through a 20 year window. <br />th <br />During the week of August 27, staff led a weeklong community design charrette. A charrette is <br />a collaborative community planning and design process that brings stakeholders together in <br />intensive work sessions to develop plans for their community.At the Planning Commission’s <br />th <br />September 13 meeting, staff will provide a presentation of the key findings from charrette week <br />and lead a discussion of the key framework alternatives that emerged during the week. <br />BACKGROUND/SCHEDULE <br />The first phase of the Louisville Comprehensive Plan update involved a staff led public outreach <br />process which included meetings with each of the City’s boards, commissions, and interest <br />groups along with a community workshop. The purpose of these meetings was to establish a <br />Vision Statement and a set of Core Values for the Community. Planning Commission reviewed <br />th <br />the Vision Statement and Core Values at their May 24 meeting and forwarded an edited version <br />of the document to City Council for consideration. City Council reviewed and approved a draft <br />th <br />Vision Statement and Core Values at the June 19 City Council Meeting. <br />The next phase of the Louisville Comprehensive Plan update involved data collection and <br />analysis intended to help staff and the community better understand how the City functions. <br />Staff has worked with a GIS consultant to create maps which help analyze land use patterns and <br />identify areas of stability and areas of change in the City. Staff has also worked with the aid of a <br />consultant to complete a demographic, economic, and fiscal analysis of the City as well as the <br />regional transportation modeling. This data, along with staff analysis of land use patterns, <br />transportation systems, and existing infrastructure was the foundation for the framework <br />discussion during the design charette. <br />Moving forward, staff will lead a public outreach process including meetings with each of the <br />City’s boards, commissions, and interest groups to discuss the draft framework and components <br />of the various chapters of the comprehensive plan. This process will conclude with a community <br />workshop. The following draft schedule provides an overview of the project schedule up to <br />adoption of the Comprehensive Plan update by City Council. <br />
