<br />Resolution #2, Series 2012, established a maximum amount of $21,900 of grant funding
<br />for residential properties. To date, this property has received a total grant amount of
<br />$15,539. Therefore, the remaining grant balance of $6,361 ($21,900 — $15,539 =
<br />$6,361) could be authorized for this property.
<br />According to guidelines within Resolution No. 2, Series 2012, the funding available from
<br />the HPF for this request is $6,361. This would result in a $9,178 ($15,539 — $6,361 =
<br />$9,178) short fall in the project budget. If the applicant provides half of the short fall
<br />($4,499), then Resolution No. 2, Series 2012 authorizes an equal match in funds
<br />($4,499) from the HPF; because it was determined there is an "extraordinary
<br />Circumstance ". If the applicant provides a $4,499 match, the total amount of the
<br />request authorized by Resolution 2, Series 2012 is $10,860.
<br />Staff and the HPC agree the request should exceed the $21,900 grant limit because the
<br />restructuring of the existing roof is considered to be an "extraordinary circumstance ".
<br />However, staff and the HPC disagree that the applicant should provide a 100% match
<br />for funds exceeding the $21,900 limit.
<br />The HPC recommends a grant of $15,360 be funded fully by the HPF without an
<br />applicant funding match. Staff recommends a grant be approved in the amount of
<br />$10,860 contingent on the applicant providing a $4,499 funding match. There is
<br />adequate money for either funding scenario in the HPF budget.
<br />There were two recommendations for City Council consideration:
<br />1) Staff recommends the grant request be consistent with Resolution No. 2, Series 2012
<br />and allocate funds in the amount of $10,860. The money would be supported by a
<br />matching $4,499 from applicant to achieve the $15,360 project cost, including a 20%
<br />contingency ($12,800 + $2,560 = $15,360).
<br />2) The HPC recommends all items of the scope of work be included in the HPF grant, for
<br />a total grant request of $15,360, including a 20% contingency ($12,800 + $2,560 =
<br />$15,360).
<br />The contingency is only to be used if approved by staff upon inspection of the discovery.
<br />PUBLIC COMMENT
<br />Applicant, Janice Hoffman, 1131 Jefferson, Louisville, CO commented this has been a
<br />long process. She appreciated the help from Planning Staff and continued patience
<br />from the City. She has owned house for almost six years and these issues did not turn
<br />up in an inspection when purchased.
