COUNCIL COMMUNICATION TO: MAYOR AND CITY COUNCIL FROM: MALCOLM FLEMING, CITY MANAGER DATE: SEPTEMBER 11, 2012 SUBJECT: UPDATE /DISCUSSION - LOCAL LICENSING AUTHORITY ORIGINATING DEPARTMENT: CITY CLERK'S OFFICE SUMMARY: The following members are proudly serving on the Local Licensing Authority for 2012 — Cecilia Wilson — Chairperson John Rommelfanger — Vice - Chairperson Robert Gunning John Carlson Marguerite Lipton Matthew Machado — Associate Member The Authority continues to review liquor license renewals, changes to licenses, special event permits, and grant new licenses and transfers. Police department reports are evaluated as they are presented to the Authority and hearings are ordered and held as appropriate. The Authority works annually with the Downtown Business Association to modify some downtown businesses to include the addition of the street patios to their licensed premises for the summer months. This continues to add increased vitality to the downtown area. In 2011, Louisville adopted an ordinance allowing Local Licensing Authorities to approve Special Events Permits for liquor without sending them on for State approval. The Licensing Authority approves a number of these each year and invites the applicants to the meetings to answer questions. The Authority is always concerned about the security of these events and encourages police presence for larger events. The Authority has discussed brewing operations in the City and received clarification from the Authority Attorney; manufacturing and wholesaling licenses are issued at the State level. An ordinance to provide for brewpub and vintner's restaurant licensing was drafted by the Authority and passed by Council. The Authority acted upon their responsibility for licensing of medical marijuana businesses in the City of Louisville by granting local renewal approval of the two licensed centers in Louisville in 2012. The Authority appreciates the Louisville Police Department attendance at Authority meetings and keeping the Authority informed on what they see happening in the community with the liquor establishments.
