COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: SEPTEMBER 11, 2012 <br />SUBJECT: UPDATE /DISCUSSION - LOCAL LICENSING AUTHORITY <br />ORIGINATING DEPARTMENT: CITY CLERK'S OFFICE <br />SUMMARY: The following members are proudly serving on the Local Licensing Authority for <br />2012 — Cecilia Wilson — Chairperson John Rommelfanger — Vice - Chairperson <br />Robert Gunning John Carlson <br />Marguerite Lipton Matthew Machado — Associate Member <br />The Authority continues to review liquor license renewals, changes to licenses, special event <br />permits, and grant new licenses and transfers. Police department reports are evaluated as <br />they are presented to the Authority and hearings are ordered and held as appropriate. <br />The Authority works annually with the Downtown Business Association to modify some <br />downtown businesses to include the addition of the street patios to their licensed premises for <br />the summer months. This continues to add increased vitality to the downtown area. <br />In 2011, Louisville adopted an ordinance allowing Local Licensing Authorities to approve <br />Special Events Permits for liquor without sending them on for State approval. The Licensing <br />Authority approves a number of these each year and invites the applicants to the meetings to <br />answer questions. The Authority is always concerned about the security of these events and <br />encourages police presence for larger events. <br />The Authority has discussed brewing operations in the City and received clarification from the <br />Authority Attorney; manufacturing and wholesaling licenses are issued at the State level. An <br />ordinance to provide for brewpub and vintner's restaurant licensing was drafted by the Authority <br />and passed by Council. <br />The Authority acted upon their responsibility for licensing of medical marijuana businesses in <br />the City of Louisville by granting local renewal approval of the two licensed centers in Louisville <br />in 2012. <br />The Authority appreciates the Louisville Police Department attendance at Authority meetings <br />and keeping the Authority informed on what they see happening in the community with the <br />liquor establishments.
