City Council <br />Study Session Summary <br />September 11, 2012 <br />Page 2of 6 <br />The Authority continues to work with the DBA on the street patios. The <br />patios continue to add increased vitality to the downtown area. <br />In 2011, Council approved an ordinance allowing the Licensing Authority <br />to approve Special Events Permits for liquor without sending them to the <br />Statefor approval. This change has definitely helped when there are time <br />constraints with processing a permit. <br />The Authority has discussed brewing operations in the City and the <br />Authority received clarification from the Authority Attorney that <br />manufacturingand wholesaling licenses are issued at the State level. The <br />Local Authority does have responsibility for licensing brew pubs. <br />The Authority acted upon their responsibility for licensing the two medical <br />marijuana businesses in Louisville and granted renewal of their licenses <br />for 2012. <br />The Authority appreciates the Louisville Police Department, specifically <br />Sergeant Lanphere and Officer Redard for their attendance at Authority <br />meetings, they take care of issues and they keep the Authority informed. <br />They visit establishments as a follow-up when the establishment receives <br />a violation. <br />Comments/Questions: <br />1)The Mayor asked Chief Goodman if the City has had any issues with the <br />two medical marijuana businesses. Chief Goodman said the two <br />businesses are professionally run and have not had any problems. The <br />City of Louisville is blessed with the Licensing Authority and the good <br />relationship with the PD. The PD has to deal with very few problems. <br />2)Council member Keany thanked the Authority. <br />3)Mayor Muckle reflected on what former Mayor Sisk use to say that the <br />Licensing Authority does a good job because the only time we hear from <br />them is during their annual update to Council. <br />4)Chief Goodman brought up new legislation having to do with Local <br />Entertainment Districts which are defined by specific boundaries, the area <br />cannot have through trafficandmust be monitored going in and out. At <br />this time, not sure if this kind of district would apply to Louisville. <br />5)Council member Sackett told the Authority they are doing a great job. <br />6)Mayor Muckle thanked the volunteers and Carol Hanson for doing a great <br />job. <br />Update/Discussion –Planning Commission 2012 –2013 Work Plan <br />Jeff Lipton,Chair, began the discussion to seek Council’s input and direction on <br />the Commission’s Work Plansfrom 2011/2012 and 2013. <br />2011/2012 Work Plan <br />Zoning Map Update –Complete <br />Livable Street Policy –Complete <br /> <br />
