City Council <br /> Meeting Minutes <br /> September 18, 2012 <br /> Page 3 of 8 <br /> RESOLUTION No. 62, SERIES 2012 — A RESOLUTION APPROVING AN <br /> AMENDMENT TO THE SOUTH BOULDER ROAD OPEN SPACE PURCHASE <br /> INTERGOVERNMENTAL AGREEMENT— PUBLIC HEARING <br /> City Attorney Light noted this resolution requires a public hearing. <br /> Mayor Muckle opened the public hearing and requested a staff presentation. <br /> City Manager Fleming reported this Intergovernmental agreement represents four years <br /> of work between multiple entities. The IGA provides for Lafayette to develop ball fields <br /> in the open space and joint management of this property. Lafayette currently does not <br /> have funds for this project, but may look to their voters for a funding mechanism at a <br /> future election. <br /> Parks and Recreation Director Stevens explained this IGA is a great example of a <br /> collaborative effort between the City of Lafayette, Boulder County and the City of <br /> Louisville. The IGA provides a framework for this project. Items still to be determined <br /> include scheduling, the joint management and maintenance of the facility. Lafayette <br /> proposes to construct synthetic fields, which will create a lot of opportunities for both <br /> Lafayette and Louisville. The next step is Lafayette establishing a funding mechanism. <br /> He noted the existing ball fields will require some upgrades and capital funding in the <br /> future. Another impact will be the joint parking of the facilities and the potential revenue <br /> streams tied to concessions. Staff recommended the City Council approve the <br /> Amendment to the South Boulder Road Open Space Purchase Intergovernmental <br /> Agreement. <br /> COUNCIL COMMENTS <br /> Mayor Muckle clarified the City of Lafayette has the right to build ball fields under the <br /> original Intergovernmental Agreement. He felt moving the proposed ball fields closer to <br /> Louisville's existing ball fields has less of an impact on the open space. He supported <br /> the Intergovernmental agreement. <br /> Councilmember Loo inquired about the ball field entrance and parking lots. Planning <br /> Director Russ explained the proposed access to the ball fields will have a controlled <br /> signalized access at Short Street. There are other options for Griffith Street, such as a <br /> right-in, right-out intersection. <br /> Councilmember Loo inquired about the City's parking lot improvement for the ball field <br /> facilities. Parks and Recreation Director Stevens stated there is not a definitive date for <br /> the parking lot improvements. The final design will work with the issues with respect to <br /> the City of Louisville's parking lot improvements. <br />
