The High Performance Tolling Enterprise (HPTE), the entity <br /> charged with coordinating the project, has agreed to allow Louisville and Superior to <br /> spread payments over three years. The "Basket Handle" arch provides a well integrated <br /> design and engineering solution to improving the pedestrian and transit experience on <br /> the bridge and through the DDI. The double fence option provides aesthetic treatments <br /> only. <br /> PUBLIC COMMENT <br /> Ken Gambon, 607 Augusta Drive, Louisville, CO voiced his support for the project. He <br /> inquired why the new pedestrian bridge at Table Mesa appeared to be higher than most <br /> pedestrian bridges he'd seen. Planning Director Russ explained there is not a <br /> maximum height for pedestrian bridges. <br /> Doug Grinbergs, 530 Sycamore Circle, Louisville, CO noted this concept does not allow <br /> for passenger drop off at the Louisville/Superior Interchange. Planning Director Russ <br /> explained this Diverging Diamond design will not allow any additional movement across <br /> the bridge. It will allow exclusive bus ramps for RTD passenger drop off and pick up <br /> only. <br /> Deborah Fahey, 1118 W. Enclave Circle, Louisville, CO stated she did not see any <br /> traffic signals and wondered how pedestrians would cross the bridge. Planning Director <br /> Russ stated the Diverging Diamond design is to facilitate the movement of cars and <br /> generally does not address pedestrian or bicycle crossing. This design establishes a <br /> pedestrian and bicycle crossover. <br /> COUNCIL COMMENTS <br /> Councilmember Emily Jasiak applauded the fiscal aspect and the design concept for <br /> going outside the established norms to accommodate bicyclist and pedestrians. <br /> City Manager Fleming praised Deputy City Manager Balser and Planning Director Russ <br /> and Public Works Director Kowar for their collaborative work with the Town of Superior <br /> and CDOT. <br /> Mayor Muckle voiced his support for the Diverging Diamond Interchange Design. <br /> MOTION: Council member Keany moved to authorize the City staff to proceed with the <br /> Diverging Diamond Interchange Design as presented, seconded by Mayor Pro Tem <br /> Dalton.
