David Waldman noted that he thinks the city <br />needs to be a good neighbor, and he would like to see a permit system for <br />gardens on Open Space in certain areas. David Waldman moved to re- <br />open the Open Space Rules and Regulations for discussion by OSAB. <br />This motion was not seconded, and the motion failed. <br />4. Markel Proposal for North End properties. Jeff Moline provided a review <br />of the revised Markel plans for the property. His general feeling is that the <br />housing plan is still too dense, and insufficient with respect to OS <br />dedication. OSAB did note improvements in certain areas, in particular in <br />the elimination of homes on the north side of Hecla Lake. After discussion <br />of the new plans, David Waldman moved to recommend elimination of <br />specific Tots identified in the plan from the east side of Hecla Lake. Bob <br />Hornbostel seconded the motion. The motion failed on vote. OSAB then <br />discussed what level of detail was appropriate when providing comments <br />to City Staff regarding the plans. OSAB concludes that a more general <br />statement of the Board's comments is appropriate at this stage in the <br />process. Gary Mansdorfer moves that the OSAB reiterate its requests <br />with respect to the North End / Hecla Lake Project ares. In particular, <br />OSAB would like to see a 150 foot buffer around Hecla Lake, and an <br />Open Space dedication of 15% of the developable land. John Carron <br />seconded the motion, which passed unanimously. <br />5. Boulder County Request for Open Space and Trail Protects. Jeff provides <br />overview of County request for input form OSAB. Board discusses Jeff's <br />response, resulting in the following motion: Ted Kowalski moved that 80 <br />acres of Boulder County land currently owned by Storage Tek (the <br />northeast quadrant of the STK property), be added to the City's list as one <br />of the top priorities in response to the county's request for <br />recommendations for 2006 County Open Space Preservation and Trails <br />Projects. John Carron seconded the motion, which passed unanimously. <br />6. Louisville Lateral ditch work on Davidson Mesa Jeff notes that trees along <br />the ditch, which crosses Davidson Mesa OS, will be cut as part of ongoing <br />maintenance. <br />7.
