•
•
Louisville Open Space Citizens Advisory Board Meeting
7:00 p.m. -
Monday, September 15, 2003
Louisville Public Library
950 Spruce
Louisville, CO 80027
Attendance: Matt Jones, Pat Hornbostel, Gary Mansdorfer, Bob Muckle, Heidi Ochis
Cary Tengler. Wayne Varra, Bill Van Orman
Also in attendance: Cindy Lair and Tom Phare, City Staff
Matt Jones called the meeting to order at 7:00 p.m.
August 2003 minutes were passed, 7 -0, with changes.
Motions and recommendations made during the September 15th meeting
None
Updates from Board
Bob Muckle commented that the fall would be a good time to send letters to homeowners
asking them to remove the-illegitimate gardens and other plantings on open space. It was
also suggested that 2 or 3 letters might be necessary and appropriate.
Gary Mansdorfer said the gate on the west end of the "off leash" area on Davidson Mesa
was chained open.
Updates from Staff
1. Tom Phare provided an update on the Reclaim Water System and brought
recommendations to the board re: routing of the pipeline. Construction on the pipeline is
due to begin in late October or early November and, weather permitting, is expected to
take 90 -120 days. Mr. Phare said he estimates the work in the high activity area on and
near the Coal Creek Trail and in the adjoining open space will take approximately 45
days. The construction contract will contain a restoration clause for disturbed areas.
While Mr. Phare was not certain of the details of this contract, he said it is customary for
restoration maintenance to extend one year and that budgeting shouldn't be a problem as
it amounts only to about $2000 on a $1.2 -1.5 million budget.
Matt Jones asked that the open space restoration be given the same priority as the golf
course and asked that the City make a commitment to do whatever it takes to make sure
the restoration is done properly and that the restoration actually takes.
