Louisville City Council Meeting <br />April 3, 2001 <br />Page 10 <br /> <br />Marceau stated that he prepared the analysis, which represents the recalculated parking at <br />Century Plaza. He stated that the only revision to the document is increased parking at <br />the Century Retail Center. He stated that the parking went from 66 to 77 parking spaces <br />and the uses of the tenants were increased. It represents a medium between what the <br />Planning Department and the developer project. <br /> <br />Keany asked Marceau if the upstairs executive office suites use will continue. Marceau <br />stated that one of the owners of the Center occupies a suite, and his intent is that the use <br />will continue. <br /> <br />O'Connor addressed the office suites stating that they have long-term leases. He noted <br />that the suites are specifically designed for executive office use. He stated that if the <br />tenants were to change, the use would be similar. <br /> <br />Levihn asked if there is a parking agreement with all the tenants. O'Connor stated that <br />there are clauses in the retail leases that the employees of the retail businesses will park <br />their cars in the office building parking lot. O'Connor stated that it was their intention to <br />enforce those requirements. <br /> <br />Levihn stated that given the developer has a parking agreement in place, he would <br />support the proposal. <br /> <br />O'Connor summarized the proposal. He stated that the developer will manage the tenant <br />parking. He noted that some retail centers with restaurants have parking problems <br />because they all conduct business around the same hours. He stated that it is not the <br />developer's intention to have the patrons of the retail business park in the office building <br />parking spaces, and that they will monitor the parking. He asked Council to approve the <br />Special Review Use request. <br /> <br />MOTION: Keany moved that Council approve Resolution No. 23, Series 2001, <br />seconded by Levihn. <br /> <br />Brown stated that the responsibility of the parking must be addressed by the developer <br />and the tenants, and that he supports the proposal. <br /> <br />Mayer stated that the whole project is based on optimistic assumptions and voiced <br />concern that it may become a public safety issue, which in the long-term will result in <br />problems for the adjacent property owners. <br /> <br />Sisk suggested that the planning of under parking is a reflection on City Council. He <br />stated his hope that other property owners will be protected. <br /> <br />10 <br /> <br /> <br />
