• • October 3, 2002 Louisville Horticulture & Forestry Advisory Board Judith called meeting to order; Judy called to accept minutes, David 2nd. Group approved with one change. In attendance: Dave Sexton, David, Judy, Mike, Betty, Mike and Terry. Guests include Keith Williams and Catherine Abel. Old Business Historical Society House Landscape Design Project: Catherine Abel Discussed logistics of using the CSU Senior Project. We don't know if Susan has invited Grant Reid to attend HFAB's November meeting. Catherine attended the historical society meeting. No specific requirements were established other than historically - correct. The student would need to research horticultural practices and designs. Dave Sexton raised the maintenance issue — who will maintain? Other issue is watering for 2003. If the drought continues, implementing the design will be postponed. Dave Sexton will work with the Historical Society through Meredith to refine their requirements. Review of these requirements will be at the November meeting. Police Building — Keith Williams Conservation trust fund of the city has $ not spent yet. Some of this has been set aside for the development of the site. The refinement of the police building has occurred and it's footprint has been determined. This now defines the space around the building so that additional tennis courts, skate park, arboretum, and swimming pool and their accesses can now be designed. Norris - Dullea, working with the city of Louisville, has produced conceptual designs. Design 1 has about 250 parking places for the swimming area sharing places with the police parking. Pool is closest to the homes bordering the area. Design 2 ,has a multi - purpose field in the detention pond — has seen flooding only in 10 years. The pool is shifted only slightly. Design 3 has the pool moved closest to the arboretum and in it's former place, a small practice field is available. Concept 4 has tennis courts parallel to existing ones, in -line hockey next to tennis courts and skate park is moved next to the police department/multi -use ball field parking lot in southwestern corner. Concept 5 moves skate park to near roundabout on western side. Clusters the new recreational areas. This design reduces the distance for the movement of skaters between in -line and skate park — safety issue. Retaining walls will be built. Concept 5 was rated highest based on a matrix of factors by the city and the design firm. Factors include: Vehicular & pedestrian circulations, security, utilities, visibility from offsite, site development and grading, and utility feasibility. Independent of the voter support for the bonds, the city push is the development of the in -line rink in 2003. Tennis courts are set for 2004. October 17 is next meeting for planning commission on police department building. David Sexton will e-mail HFAB members when the site package is received for the police building. We can then go by the Rec Center and review Keith's package, or to David's office.
