City Council <br /> Meeting Minutes <br /> October 16, 2012 <br /> Page 11 of 15 <br /> Mayor Muckle also commented on the energy assessment and felt the City has already <br /> accomplished many of the recommended energy efficieny measures. He felt there was <br /> a potential benefit to businesses and property owners. <br /> Mayor Pro Tem Dalton stated if Council reviewed this subject at a study session they <br /> could hear from the development community and then decide on how to proceed. <br /> Council member Keany asked Mayor Muckle if he felt this survey would encourage the <br /> City Council to take steps to encourage the public and private sector to improve their <br /> energy efficiency. He stated many business and property owners have already <br /> undertaken energy efficient measures and received incentives because it makes <br /> financial sense. He feared this might lead to legislating what property owners can do <br /> with their property. <br /> Mayor Muckle explained one of the studies discussed a community that observed its <br /> current building stock had low energy efficiency. Information provided from the study <br /> resulted in showing the value of higher rents can be justified with energy upgrades and <br /> therefore it could be a benefit to the property owner. <br /> Council member Jasiak disclosed she is the Council Liaison to the Sustainability Board. <br /> She voiced her belief there is a potential economic benefit to this study. She agreed the <br /> Council should discuss this option for an energy assessment because of the policy <br /> implications. She voiced her appreciation for all the work by the Sustainability Advisory <br /> Board and for bringing this opportunity to the City Council's attention. She praised the <br /> work of Facility Manager Dave Szabados for his energy efficient measures. <br /> PUBLIC COMMENT <br /> Deborah Fahey, 1118 W. Enclave Circle, Louisville, CO inquired whether the budget's <br /> 3.6% raise increase for employees extended to part-time employees. She stated with <br /> respect to environmental issues, she felt fiscal issues should not be considered in lieu of <br /> issues of livability and desirability. <br /> Mary Ann Heaney, 1117 LaFarge Avenue, Louisville, CO, Sustainability Advisory Board <br /> member, encouraged Council to keep the funding for the study in the budget. She also <br /> praised the work of Facility Manager Szabados, but stated UC Denver has the expertise <br /> and staff time to perform the study, which would make recommendations. The study <br /> does not make policy it provides information and data that is used to make policy. <br /> COUNCIL COMMENTS <br /> Council member Sackett supported raises for part-time employees. He stated the City <br /> has a very capable Finance Committee, who reviews salary surveys to ensure the City <br /> remains competitive in employee compensation. He felt part-time employees should be <br /> treated the same as full-time employees because the City is dependent on quality work. <br />
