City Council <br /> Meeting Minutes <br /> October 16, 2012 <br /> Page 14 of 15 <br /> Included in the language of the RFP are the types of incentives which may be available <br /> for the redevelopment. Those incentives include discounted purchase price or donation <br /> of the property; forgiveness of open space land dedication requirements; rebates of <br /> building permit fees of Construction Use taxes and grants or loans to the project. These <br /> incentives may encourage new proposers because it provides more certainty than the <br /> previous RFP and shows the City's commitment to complete the project. The RFP <br /> includes the submittal requirements; requirement for landmarking and a conservation <br /> easement. The timeframe contemplated may change if the proposals are different and <br /> difficult to compare; additional time may be needed. Additional time may also be needed <br /> to negotiate an acceptable agreement with the selected proposer. <br /> Questions relative to sales projection or property tax estimation were omitted from the <br /> RFP. Based on Council's direction, staff will prepare a revised RFP and present to <br /> Council for final approval at the November, 5, 2012 City Council meeting. <br /> COUNCIL COMMENTS <br /> Mayor Pro Tem Dalton addressed the email received from Architect Eric Hartkronft <br /> relative to the questions and issues he would like to see included in the RFP. Economic <br /> Development Director DeJong stated he would review Mr. Hartkronft's suggestions. <br /> Council member Loo suggested the RFP be sent to non-profit organizations. She noted <br /> some of the buildings are not in use. <br /> Mayor Muckle supported providing more time for the RFP process and the evaluation of <br /> proposals. Council member Jasiak stated one benefit of delaying the deadline for <br /> submittals will be to give companies more time to look at their end of year budgets. <br /> Mayor Pro Tem Dalton agreed on extending the deadline <br /> CITY ATTORNEY'S REPORT <br /> City Attorney Light announced there will open government training on Tuesday, October <br /> 30 for City Boards and Commissions from 6:30 pm to 8:30 pm. Another open <br /> government training session is scheduled for Friday, November 2, 2012 from 8:30 am to <br /> 10:30 am. Both training sessions will be held in the City Council Chambers. <br /> COUNCIL COMMENTS, COMMITTEE REPORTS, AND IDENTIFICATION OF <br /> FUTURE AGENDA ITEMS <br /> No reports. <br /> ADJOURN <br /> MOTION: Council member Sackett moved for adjournment, seconded by Council <br /> member Keany All were in favor.
