City Council <br /> Meeting Minutes <br /> October 16, 2012 <br /> Page 7 of 15 <br /> PUBLIC COMMENTS <br /> Aquiles La Grave, 379 Peerless Street, Louisville, CO agreed this is a very aggressive <br /> and unprecedented proposal. He stated the community reached out to Mr. Retzloff. He <br /> thanked the City Staff, Mr. Retzloff and Alfalfa's for working together. He felt the <br /> proposal is appropriate, a long-term commitment and a step in the right direction. <br /> COUNCIL COMMENTS <br /> Mayor Pro Tern Dalton noted it is a very important step for the community as the site <br /> would be developed. He voiced his support for the business assistance agreement. <br /> Council member Keany agreed this is an important step for community. He stated this <br /> is the largest business incentive the City has ever given. He noted the citizens have <br /> been asking for a Natural Grocery Store. He looked forward to the opening of Alfalfa's. <br /> Mayor Muckle stated a package of this magnitude must be carefully considered as it is <br /> taxpayers' money. He noted the potential of redeveloping a site, which has been vacant <br /> for over two years, is very exciting. The potential to bring a natural grocery store, which <br /> has been the desire of citizens for many years, is very compelling. <br /> MOTION: Council member Keany moved to approve Resolution No. 65, Series 2012, <br /> seconded by Council member Loo. Roll call vote was taken. The motion carried by a <br /> vote of 7-0. <br /> ORDINANCE NO. 1624, SERIES 2012 β€”AN ORDINANCE VACATING AND <br /> ABANDONING THE CITY'S INTEREST IN AN EXISTING PRIVATE LATERAL OFF <br /> THE DAVIDSON HIGHLINE LATERAL DITCH, LOCATED WITHIN THE CITY OF <br /> LOUISVILLE β€” 2ND READING β€” PUBLIC HEARING <br /> Mayor Muckle requested a City Attorney introduction. <br /> City Attorney Light read Ordinance No. 1624, Series 2012. <br /> Mayor Muckle opened the public hearing and requested a staff presentation. <br /> Public Works Director Kowar explained the ordinance vacates the City's interest in an <br /> existing private lateral off the Davidson Highline Lateral Ditch. The City of Louisville, <br /> Boulder County, and the City of Lafayette are partners in the South Boulder Road Open <br /> Space Purchase Intergovernmental Agreement. Through this agreement, they <br /> purchased the property known as the Harney/Lastoka Open Space. <br /> The Steel Ranch South Developer, RMCS, owns a portion of the private lateral, which <br /> runs through their property and serves the open space property. RMCS has offered a <br /> $100,000 grant for construction of the pipeline to remove the impacts of the existing <br /> β€’ <br />
