City Council
Meeting Minutes
October 9, 2012
Council was satisfied with staffs response.
20)Discussion on sustainability of Conservation Trust Fund and how to maintain
funds for acquisition. Same as #19.
Council was satisfied with staff's response.
21) Discussion on justification for acquisition of hybrid pickup trucks (received this
question in an email from a Councilor). This was an error, in reviewing the
purchase of vehicles; there is no enhanced benefit/payback in purchasing hybrid
vehicles of this type, at this time.
Public Works Director Kowar explained any consideration of hybrid vehicles will be
taken on a case-by-case basis. There was a comment regarding the value of energy
saving vehicles used in the open space areas.
22) $12,500 for energy audits was removed in the LSAB budget. Staff felt current
City staff is addressing energy audit issues and the additional funds were not
necessary.
Council member Jasiak disclosed she is Council liaison for the Louisville Sustainability
Advisory Board. She attended a presentation given by the University of Colorado on
energy assessments and greenhouse gas emissions. She invited representatives from
the Louisville Sustainability Advisory Board to address energy audits.
Mary Ann Heaney presented handouts on the CU Community Outreach Program
Summary to members of the Council. Ms. Heaney felt this information could dovetail with the 2012
Comprehensive Plan Update, as it relates to energy efficiency for the City's long-term
planning.
Robyn McGuckin, a previous member of the Sustainability Advisory Board, has been
involved in such studies for over fifteen years. She stated there is a very high value in
energy audits, not only for the City, but for the commercial sector of Louisville.
City Manager Fleming stated this is one item that fell through the cracks. Should this be
implemented citywide or go beyond city operations, it would be a policy issue. Council
members agreed it was a good idea, but felt more discussion was needed, perhaps at a
study session, as it would be a policy issue. City Manager Fleming stated more detailed
information will be included in October 16, 2012 meeting packet.
Mayor Muckle requested information on the following items: Moving the Main Street
Kiosk up on the priority list, by using volunteers; should the bikeway be on South Street
instead of Spruce Street; Is the Planning Division expansion and City Council remodel
