City Council <br /> Meeting Minutes <br /> November 5, 2012 <br /> Page 5 of 14 <br /> Mayor Muckle requested a staff presentation. <br /> Economic Development Director DeJong outlined the RFP which was prepared to seek <br /> a partner to redevelop the Historic Grain Elevator located on the east side of Front <br /> Street and south of Pine. The language in the RFP included the types of incentives, but <br /> not the specific dollar value, which may be available for the redevelopment. Identifying <br /> such incentives may encourage more responses to the RFP because it provides some <br /> certainty about the support available for the project and shows the City's commitment to <br /> complete the project. Some of the incentives include rebates of building permit fees and <br /> construction use taxes; grants or loans to the project and application assistance for <br /> grants/loans from other governmental agencies. The timeframe identified by City Staff <br /> for the RFP process is a follows: <br /> 1) Present final RFP to City Council — November 5, 2012 <br /> 2) Issue RFP— November 16, 2012 <br /> 3) Deadline for RFP Responses —January 23, 2013 <br /> 4) Evaluate Proposals - Complete in February 2013 <br /> 5) Recommend a proposal in March 2013 <br /> 6) Begin negotiations with winning proposal in March 2013 <br /> This timeframe may change as it assumes a simple evaluation process of proposals <br /> received. If the proposals received are quite different and difficult to compare, additional <br /> time may be needed. Additional time may also be needed to negotiate an acceptable <br /> agreement with the selected proposer. <br /> COUNCIL COMMENTS <br /> Council member Loo had requested non-profits be included in the RFP. She asked if <br /> there was some reason they were omitted. Economic Development Director DeJong <br /> stated non-profits could be added to the RFP. <br /> Council member Jasiak suggested adding photos of the downtown to the RFP, to <br /> illustrate the vitality of the downtown area and the photo of the grain elevator to add <br /> some visual appeal. She questioned the capitalization of words throughout the RFP <br /> and asked whether they were necessary. Economic Development Director DeJong <br /> would review the capitalization of words in the RFP. <br /> MOTION: Mayor Pro Tern Dalton moved to approve the proposed Request for <br /> Proposals for the Historic Grain Elevator Redevelopment, with authorization for the <br /> Mayor to approve the final RFP, seconded by Council member Jasiak.
