City Council <br /> Meeting Minutes <br /> November 5, 2012 <br /> Page 8 of 14 <br /> The proposal for an amended PUD would replace the portion of the existing PUD for <br /> lots 15, 16, & 17, while allowing the existing plan for lot 18 to still be constructed as an <br /> office building. Under the General Development Plan (GDP) for the Business Center at <br /> CTC, these lots, despite being zoned Industrial, are to be developed under the <br /> Commercial Development Design Standards and Guidelines (CDDSG). <br /> The CDDSG requires a minimum parking ratio of 4.0 spaces per 1,000 SF for office <br /> uses, from which the applicant is requesting a variance. The proposal includes 166 <br /> spaces in phase I, and 192 at full build out, (3.0 and 2.9 spaces per 1,000 SF). As a <br /> cycling apparel company, Pearl Izumi has many employees who bike to work. There is <br /> also an active carpool and alternative transportation programs for employees. <br /> The proposed land use request is for research, design, testing, and general office. The <br /> GDP identifies the allowed uses for the site as office, industrial, research/office, and <br /> corporate uses. Site amenities include an interior courtyard and overlook landing. The <br /> landing would include benches and a fence to prevent crossing of Highway 42. The <br /> Pearl Izumi Trail would eventually connect Coal Creek to Mayhoffer 15 Open Space. <br /> The trail would be marked "Private" until the City completes the connection. <br /> The Pearl Izumi architecture proposes weathered steel, concrete, and translucent and <br /> clear glazing. The architectural accents are of clearstories, glazing and shadows <br /> created by articulation, both horizontal and vertical. Site features include a variance <br /> request to allow a less formal, natural landscaping with native bushes and scrubs. The <br /> drainage will be accomplished through a series of retention and infiltration areas instead <br /> of a detention pond. The lighting plan will be kept to the minimum safe levels. The two <br /> variances are: 1) Reduction in minimum parking ratio and 2) Allowance for less formal <br /> landscaping. Staff recommended approval of Resolution No. 69, Series 2012. <br /> COUNCIL COMMENT <br /> Council member Loo asked if the Open Space Advisory Board had an opportunity to <br /> review the trail proposal. Planner Robinson stated they did not receive a referral. The <br /> Parks Division has reviewed the proposal and was satisfied. <br /> Council member Loo asked if this crossing would require an underpass. Planner <br /> Robinson said it would be signalized. <br /> Mayor Muckle asked if the Open Space Advisory Board did not receive a referral <br /> because it involved interior sidewalks. Planner Robinson stated this trail does not cross <br /> open space land and is fully contained on their property. <br /> APPLICANT PRESENTATION <br />
