that they are not prohibited in a particular area by the underlying zoning classification and shall <br /> be exempt from the provisions of section 17.56.160 except as provided in subsection B of this <br /> section and except that such uses shall be subject to subsection 17.56.160.A. <br /> I. Agricultural uses, such as general farming, pasture, truck farming, forestry, sod <br /> farming, and wild crop harvesting; <br /> 2. Industrial-commercial open uses, such as loading areas, parking areas, airport landing <br /> strips, and storage yards for equipment or machinery easily moved or not subject to flood <br /> damage; <br /> 3. Public and private recreational uses not requiring permanent or temporary structures <br /> designed for human habitation, such as parks, swimming areas, golf courses, driving ranges, <br /> picnic grounds, wildlife and nature preserves, game farms, fish hatcheries, shooting <br /> preserves, target ranges, trap and skeet ranges, and hunting, fishing and hiking areas; and <br /> 4. Utility facilities, such as flowage areas, transmission lines, pipelines, water-monitoring <br /> devices, streets and bridges. <br /> B. Any open use permitted by this section which requires fill, excavation, temporary or <br /> permanent structures associated with any such open use shall be considered a restricted use, shall <br /> require a floodplain development permit, and shall be subject to the provisions of section <br /> 17.56.160. <br /> C. A floodplain development permit shall be required for all uses permitted by subsection A of <br /> this section. <br /> Sec. 17.56.160. - Flood regulatory district—Regulations. <br /> The following regulations shall apply in the flood regulatory district and all areas of special flood <br /> hazard. <br /> A. Flood district; encroachments. The cumulative effect of any proposed development, <br /> when combined with all other existing and anticipated development, shall not increase the <br /> water surface elevation of the base flood more than one-half foot at any point. Certification <br /> by a Colorado registered professional engineer stating that any encroachment shall not <br /> result in such an increase in flood levels during the occurrence of a 100-year flood shall be <br /> required. <br /> B. Structures. <br /> 1. Structures will have a low flood-damage potential. <br /> 2. The structure or structures, if permitted, will be constructed and placed on the <br /> building site so as to offer the minimum obstruction to the flow of floodwaters. <br /> Whenever possible, structures will be constructed with the longitudinal axis parallel to <br /> the direction of flow of floodwaters, and so far as practicable, structures will be placed <br /> so their longitudinal axes are approximately on the same line as those of adjoining <br /> Ordinance No. 1625,Series 2012 <br /> Page 14 of 31 <br /> 14 <br />
