c. Mudslides or mudflows that occur from excess surface water that is combined with <br /> mud or other debris that is sufficiently fluid so as to flow over the surface of normally dry <br /> land areas (such as earth carried by a current of water and deposited along the path of the <br /> current). <br /> Flood control structure means a physical structure designed and built expressly or partially for <br /> the purpose of reducing, redirecting, or guiding flood flows along a particular waterway. These <br /> specialized flood modifying works are those constructed in conformance with sound engineering <br /> standards. <br /> Flood insurance rate map (FIRM) means the official map of the community on which the <br /> Federal Emergency Management Agency has delineated both the special flood hazard areas and <br /> the risk premium zones applicable to the community. <br /> Flood Insurance Study means the official report provided by the Federal Emergency <br /> Management Agency that includes the FIRM and flood profiles for studied flooding sources that <br /> can be used to determine the Base Flood Elevations for some areas. <br /> Flood profile means a graph or a longitudinal profile showing the relationship of the water <br /> surface elevation of a flood event to a location along a stream or river. <br /> Flood protection elevation means an elevation two feet above the elevation or flood profile of <br /> the 100-year flood under existing channel and floodplain conditions. It is two feet above the <br /> elevation of the flood for the flood regulatory district as shown on the FIRM map in the office of <br /> the director of public works. <br /> Flood regulatory district means that portion of the floodplain subject to inundation by the 100- <br /> year flood. <br /> Flood stage means the height or elevation of a flood as referred to some datum. For purposes <br /> other than those of this chapter, the term is commonly used to refer to the elevation at which a <br /> stream will overtop its normal stage banks. <br /> Floodplain or flood prone area means any land area susceptible to being inundated as the result <br /> of a flood, including the area of land over which floodwater would flow from the spillway of a <br /> reservoir. <br /> Floodplain development permit is a permit required before construction or development begins <br /> within any Special Flood Hazard Area (SFHA). If FEMA has not defined the SFHA within a <br /> community, the community shall require permits for all proposed construction or other <br /> development in the community including the placement of manufactured homes, so that it may <br /> determine whether such construction or other development is proposed within flood-prone areas. <br /> Permits are required to ensure that proposed development projects meet the requirements of the <br /> NFIP and this floodplain management ordinance. <br /> Floodplain management is the operation of an overall program of corrective and preventative <br /> measures for reducing flood damage, including but not limited to emergency preparedness plans, <br /> Ordinance No.1625,Series 2012 <br /> Page 5 of 31 <br /> 5 <br />
