Revitalization Commission
Minutes
DATE
2. Project Timeline - The LRC discussed the revised timeline for tasks
related to the Urban RE3newal Plan prepared by Ann Ricker and Sam
Light, LRC counsel. The schedule has been revised to reflect a
presentation to City Council on the Conditions Survey and Urban Renewal
Plan at the August 15, 2006 regularly scheduled meeting. There was
discussion that this timeframe would not allow for the TIF base to be set
for the previous year. This is a concern as potential projects are currently
in the pipeline within the urban renewal boundaries and a delay could
cause a loss in potential TIF revenue. Ann Ricker was going to confirm
the last date on which the Assessor's Office can be notified of an
approved Urban Renewal Plan and potential TIF collections. Based on
that date, staff would try to hold the City Council meeting at an earlier date
in order to have a basEl year of 2005 for the commencement of potential
TIF collections.
3. Planning Department Update - Paul Wood, Planning Director gave a
brief update on the NOl1h End development, the Balfour expansion, and
the recent street realignment for the Highway 42 Revitalization Area. He
also discussed the Housing Authority's recent work on a potential
inclusionary zoning ordinance and how such work may impact potential
development approvals such as the North End and the Gateway
development, for example.
Next Meeting Items - 11) Urban Renewal Plan Document Review 2)
Project Timeline 3) Next Meeting Items; and 4) Next Meeting Date
4. Next Meeting Date.- The next meeting is to be held on June 22, 2006.

Commissioners' Comments
Nothing to report.

Adjourn - The meeting was adjourned at 8:35 AM.
