City Council <br /> Meeting Minutes <br /> November 20, 2012 <br /> Page 11 of 15 <br /> Of the four options staff believes that Option #2 most fairly represents the portion of <br /> the site "used for residential purposes" because it excludes the retail structures, which <br /> are clearly not residential—and includes the infrastructure, plazas, parking, stormwater, <br /> and vehicle access and circulation, all of which support the residential uses of the <br /> project. <br /> Waiver Request and PUD Assessment=Section 17.28.110 of the LMC permits waivers <br /> of established design standards and guidelines as part of the PUD process. The City <br /> Council can approve waivers or modifications of established design standards and <br /> guidelines if the spirit and intent of the development plan criteria are met. <br /> Pedestrian Improvements on South Boulder Road and Centennial Drive -The existing <br /> four foot wide sidewalk on South Boulder Road would be replaced with an eight foot <br /> wide multi-use path. This pathway will accommodate bicycle and pedestrian traffic <br /> adjacent to the site along South Boulder Road. The multi-use path will be detached and <br /> separated from the roadway by an eight-foot wide tree lawn. The applicant proposes to <br /> dedicate the land under the multi-use path to the City. A public plaza is proposed <br /> between Buildings A and B to help link the new multi-use path to the development. This <br /> space will function as a public gathering space with a public easement. <br /> A four-foot wide sidewalk is proposed along Centennial Drive adjacent to the property <br /> with a five foot sidewalk which will be detached and separated from the roadway by a <br /> landscaped tree lawn. The Centennial Drive sidewalk is an important pedestrian <br /> thoroughfare for residents living in the neighborhoods travelling to Old Town and the <br /> Louisville Middle School. On-street parallel parking will be introduced on Centennial <br /> Drive which will provide an additional buffer between pedestrians and vehicular traffic. <br /> Dedication of Right Turn ROW-The applicant's traffic study demonstrated the <br /> proposed development will not necessitate the need for any additional roadway or lane <br /> capacity. There is the potential for future development on the property to the west where <br /> the strip shopping center is currently located which could require the need for a <br /> westbound right-turn deceleration lane on South Boulder Road. Although the proposed <br /> development did not require the addition of the turn lane, the applicant has agreed to <br /> dedicate to the City of Louisville the right-of-way necessary to construct the turn lane. <br /> Policies and Principles of the 2009 Comprehensive Plan - The 2009 Comprehensive <br /> Plan's Framework Plan defines seven opportunity areas in its long-range vision. The <br /> subject parcel is located in Area #1, titled – Master Planning Neighborhoods and <br /> Retailer Revitalization. <br /> Fiscal Impacts - The fiscal impacts of the proposed development are generally positive. <br /> According to the applicant's analysis using the City's fiscal model, the initial <br /> expenditures associated with the proposal will exceed the initial revenue created by the <br /> proposal, resulting in a onetime negative fiscal impact to the City of approximately <br />
