City Council
Study Session Summary
May 24,2005

Bill Simmons agreed to initiate discussions with Bruce Williams, Town Manager for
Superior.

The Library Board of Trustees thanked City Council for their support and agreed to
assist City Council with this endeavor.

Staff Introduction - PeddlerJs Ordinance
Penney Bolte explained that the City's current ordinance addresses businesses
operating within the City, however, there is nothing to address door-to-door solicitors
or businesses located outside Louisville who are soliciting business in Louisville.
This ordinance would protect the safety and welfare of the public from persons who
go door-to-door to sell goods or services for future delivery when the persons require
a prepayment from the purchaser.

Patty Leslie, Finance Director, stated that many Louisville residents who
experienced roof damage from this spring's high wind storm were subjected to
unscrupulous business practices from transient businesses.

Bruce Goodman, Chief of Police, explained that transient businesses know which
municipalities have a 'Green River' ordinance in place and avoid operating within
those municipalities. He stated that the Police Department receives complaints on a
regular basis from residents who are exposed to aggressive peddlers, solicitation of
shoddy goods, etc.

Information/Discussion - 2006 Proposed Budget
Bill Simmons explained that the current 2006 proposed budget contains a $260,578
deficit.

Patty Leslie, Finance Director, reviewed proposed budget cuts, as well as budget
requests that have not been included in the proposed 2006 budget.

City Manager Items
Copies of the advance agenda, budget calendar, final TABOR notice, and meeting
calendar were distributed.

Adjournment
The meeting was adjourned at 10:10 p.m.

Submitted by Belinda Goebel
September 28, 2005
