<br />City Council <br />Study Session Summary <br />April 12, 2005 <br />Page 3 of 3 <br /> <br />Discussion - Intergovernmental Agreement for the Household Hazardous <br />Waste Program <br />Julie Boyd explained that the City received a memo from the Boulder County <br />Commissioners proposing an intergovernmental agreement to provide funding for <br />a new household hazardous waste facility. The County has operated a <br />household hazardous waste program since the early 1990's. The program has <br />increased 600% since 1994 and has completely outgrown its existing facility. The <br />County is developing a replacement facility with new hours, which will also allow <br />the program to begin accepting wastes from small businesses. Annual <br />surcharges were estimated based upon the percentage participation by each <br />community. There was discussion on the methodology of charging for use based <br />upon past participation. A suggestion was made to reevaluate the participation <br />every five years to address usage and recalculate surcharges accordingly. Julie <br />Boyd distributed a chart showing the cost to the City for the Annual Clean Up <br />Day, including household hazardous waste collection. The Louisville Resource <br />Conservation Advisory Board will be discussing the proposal at their next <br />meeting. <br /> <br />City Manager Items <br />Bill Simmons reported that the Business Retention & Development Committee <br />met with Jeff Calwell from the State Department of Local Development. There <br />was discussion on developing a website, and that the Committee may need <br />funding to hire someone to create the website. Council discussed how to inform <br />Louisville residents of the benefits they receive by spending their tax dollars in <br />Louisville. <br /> <br />Copies of the advance agenda and meeting calendar were distributed. <br /> <br />Contractors working for Xcel Energy will begin upgrading the gas line for <br />properties abutting the new library location.
