February 22, 2005 Study Session

Battle of the Bands
Rachel Miller explained that the Y AB is planning a Battle of the Bands on May 21, 2005 at
the Steinbaugh Pavilion. They are preparing letters to send to businesses, requesting
donations, and also to solicit judges for the event. Applications will be available online, as
well as in the schools and local businesses. Council member Keany explained that the
Y AB is requesting the City's assistance with traffic control, trash, and possibly assigning
one or two police officers to assist with crown control.

Mayor Sisk suggested approaching a local band to be the final performance for the
evening, to help increase attendance.

Rachel Miller and Keegan Dougherty have met with Steve Mesple, Wildwood Music, and
he has provided tremendous support and suggestions.

Have You Given Your Hour? Campaign
Rachel Miller explained that the Y AB is trying to encourage youth to volunteer in the
community. There is a display at the Recreation Center that contains a 'hand' for each
hour that a youth volunteers. There is a perception that youth are 'bad' and 'misbehave' so
this program was implemented to change that perception.

Y AB Annual Retreat
Rachel Miller stated that each fall, youth advisory boards around the state meet in Estes
Park for a two-day retreat. This is a team-building activity and is also when the Y AB elects
officers and sets their goals for the year. Meeting with other boards helps share ideas on
activities and events for the upcoming year.

Questions & Comments
Council commended the Y AB for their activities and encouraged them to visit other teen
centers around the metro area for ideas, programs, etc. It was also suggested that the
YAB conduct a survey on how various teen centers are funded. The challenge is to obtain
funding for operating costs of the center. Council suggested the Y AB also contact the
YMCA for suggestions.

Discussion - Cable Franchise Renewal/Public Involvement
Mayor Sisk introduced Ken Fellman, the City's consultant for the Comcast Franchise
Renewal.

.".

Ken Fellman provided an overview of the Community Needs Assessment Process.
Through the focus group meetings, public meetings, online survey and responses to the
random survey just mailed to 1500 residents, the consultant will compile public feedback
on Comcast and its services/operations and present to the City Council in late March.
