City Council <br />Meeting Minutes <br />November 20, 2012 <br />Page 9 of 15 <br />STAFF PRESENTATION <br />Planner II McMillan explained the request is for a Special Review Use (SRU) and a <br />Preliminary Planned Unit Development (PUD), to redevelop Tract One of the Louisville <br />North Subdivision located at 707 East South Boulder Road. The subject property is <br />located on the northwest corner of South Boulder Road and Centennial Drive on the <br />eastern half of the Village Square shopping center and is approximately 5.1 acres <br />(222,156 SF) in size. <br />Project Overview - The applicant proposes to redevelop the vacant former Safeway site <br />with five new structures containing 111 apartment units with 157 underground parking <br />spaces and a 24,000 square foot Alfalfa's grocery store with a 1,500 square foot <br />community room. The former Safeway grocery store would be removed. The plan <br />includes a total of 143,800 square feet of development on the approximately 222,000 <br />square foot site. The subject property is zoned Community Commercial (CC). The <br />Louisville Municipal Code (LMC) and the CDDSG are the regulatory documents. The <br />two proposed commercial buildings, totaling 33,700 SF, are permitted by right and the <br />requested 111 multi - family residential units may be permitted under special review. <br />The 111 residential units are located on the back half of the property in three of the five <br />buildings (Buildings C, D, and E) above a 157 space underground parking garage. The <br />buildings are grouped together around a central courtyard and buildings D and E are <br />connected by a third story primarily glass walkway. Each of the buildings is three stories <br />and a maximum of 42 feet tall although there are cupolas on buildings D and E which <br />extend to 48 feet tall. The average floor plate of Buildings C, D, and E is 13,000 SF. <br />Buildings A and B contain 33,700 square feet of retail development and a community <br />room and are located on the front half of the property. Building A includes 24,000 <br />square feet of retail space and the 1,500 square feet community room. The structure is <br />located on the southeast corner of the property adjacent to the South Boulder Road and <br />Centennial Drive intersection. This building would be the location of an Alfalfa's grocery <br />store. Building B contains 8,000 square feet of speculative retail space. The two retail <br />buildings are situated around a public plaza and outdoor dining and event area and <br />would be served by a surface parking lot on the interior of the site. <br />Traffic Impacts - The traffic study indicates the development would generate <br />approximately 3,750 one way trips per day, which is approximately 67% of the traffic <br />generated by an occupied 55,000 square foot grocery store. <br />Access, Circulation and Parking - Two access points to serve the site. The first access <br />point is located on South Boulder Road at Jefferson Avenue and will serve as the "entry <br />drive" to the site. The entry drive will continue to the north where it will intersect another <br />east /west access drive. The entry drive will provide access to a new 120 space surface <br />parking lot, and the existing surface parking lot to the west of the subject property. A <br />21 <br />
