Louisville City Council Meeting
June 19, 2001
Page 5

Mayer commented that it was clear from Boulder County's letter that there would have to
be new properties brought in. He noted that there would be questions raised about the
City of Louisville paying to convert industrial land into open space in order to convert
agricultural land to industrial land.

Brown clarified that he was inquiring if there were any potential options.

Davidson stated that the applicant has met the statutory requirements for compliance. He
voiced his understanding that the Boulder County letter specifies land not currently
covered by the IGA. He commented that land would have to be undeveloped and within
the City limits of Lafayette or Broomfield or unincorporated Storage Tek land. He
voiced his belief that there is not any land within the City of Louisville, which is
undeveloped, and without development plans.

Sisk stated that he could not attend the August 7, 2001 meeting and requested that
members of the Council address the transportation issue. He voiced concern over the
impact on Dillon and other arterial roads if the agricultural land is converted to industrial.

MOTION: Sisk moved that Council adopt Resolution No. 27, Series 2001, and set a
public hearing for August 7, 2001, seconded by Brown. All in favor.

RESOLUTION NO. 28, SERIES 2001 - A RESOLUTION OF SUBSTANTIAL
COMPLIANCE - SCHREITER-SLAVEC ANNEXATION - SET PUBLIC
HEARING 8/7/01

Davidson called for Staff presentation.

Planning Director Wood reviewed that property owners Donna Schreiter and Linda K.
Slavec have submitted an annexation petition to commence a voluntary annexation
process with the City of Louisville. The property is approximately 1.57 acres, located at
201 West Pine Street and has frontage on both West Pine and West Spruce Streets. Three
single-family residences, associated outbuildings, and one freestanding shop building
occupy the property. The parcel itself is not an enclave, it is the westerly half and the
easterly half owned by David and Donna Schreiter.

Wood stated that Staff and the City Attorney have reviewed the petition and map and find
them to be in compliance with statutory requirements with the annexation map, reflecting
a boundary contiguity of 55%. Wood reported that Resolution No. 28, Series 2001, sets
the public heating date on the annexation for August 7, 2001. The property owner is
requesting that the property be zoned to the Louisville Single Family-Medium Density
(SF-MD) in conjunction with the annexation. If authorized by City Council, the zoning
will come before the Planning Commission on July 10, 2001. With respect to the zoning,
the applicant has submitted a conceptual site plan, which reflects that one of three

5
