City Council <br />Study Session Summary <br />October 9, 2012 <br />Page 3 of 4 <br />Carlos Hernandez is excited about the accomplishments of the LRC; the <br />underpass will invigorate downtown. <br />Council member Keany said to make sure the new storage facility is included in <br />the URA and factored into the revenues. <br />Council member Jasiak expressed her appreciation for the accomplishments and <br />hard work of the last year. <br />Update /Discussion — Americans with Disabilities Act (ADA) Audit and <br />Transition Plan Findings <br />Geoff Ames and Kent Kelley of Meeting the Challenge briefly summarized the <br />results of the completed ADA Audit and Transition Plan for the Parks and <br />Recreation Department that was conducted in order to comply with new Title II, <br />ADA laws. Meeting the Challenge identified 311 findings and estimates that if all <br />were addressed, the probable cost would be $784,150. The consultant <br />commended the City for conducting this audit; other communities are not even <br />close to where Louisville is at with their proactive approach in complying with the <br />new laws. The consultant did not go through all the audit results individually, but <br />pointed out the most significant finding was a lack of accessible restrooms at the <br />Recreation Center. Parking lots also have barriers to accessibility. <br />Joe Stevens, Director of Parks and Recreation, said that work is already <br />proceeding at the golf course clubhouse to improve the restrooms and make <br />them accessible, and on the aquatic side, design work is moving forward on the <br />improvements at the pool /hot tub at the Recreation Center. In addition, there are <br />also placeholders in the 2013 -2017 CIP, totaling $450,000, to address some of <br />the deficiencies. <br />Council member Keany inquired as to whether a handicap - accessible port -o -let <br />would provide compliance and the consultant agreed that it would, however, the <br />City needs to ensure there is accessible access getting to the unit. Keany also <br />asked what the risks are to Louisville while we are not in compliance? Geoff <br />Ames of Meeting the Challenge said that the best defense is the audit report. It <br />shows action by Louisville to comply. <br />Council member Keany encouraged staff to look at all policies and City facilities. <br />Mayor Muckle commented that ADA modifications are great for everyone. <br />City Manager's Report <br />City Manager Fleming reminded Council of the series of Joint Meetings <br />scheduled with City of Lafayette Council on Monday, October 15th, City of <br />Boulder Council on Tuesday, October 30th, and Joint Meeting with the County <br />Commissioners on Thursday, November 1St. Council member Dalton requested <br />
