He felt there is <br /> a fairness issue with the permanent patios. He supported the business owners making <br /> some investment in the patio maintenance and the mid-block crossing for safety <br /> reasons. He felt the patios should be green or earth tone to soften the design. He <br /> inquired about the 15 mile an hour speed limit along Main Street. Public Works Director <br /> Kowar offered suggestions of traffic calming methods such as 4-way stop signs. <br /> PUBLIC COMMENT <br /> Jim Tienken, 404 W. Spruce Lane, Louisville, CO supported the expansion of the patios <br /> and the planter boxes. He noted one sketch of the prototype had a wooden rail and <br /> skirt. He did not oppose the midblock crossing if it provided pedestrian safety. He was a <br /> supporter of permanent patios but felt the temporary patios would be a good solution. <br /> He agreed the users of power and water should pay their share. <br /> Janet Russell, Creative Framing, supported permanent patios, which could be enjoyed <br /> all year and a slower speed limit on Main Street. She opposed a midblock crossing. <br /> Patrick Walsh, 1201 Main Street, Louisville, CO felt downtown Louisville should be open <br /> for business all year round. He supported trees, landscaping and permanent patios. <br /> Bill Carlson, Creative Framing, explained because there are art walks 11 months of the <br /> year he supported permanent patios. <br /> COUNCIL COMMENTS <br /> Council member Loo asked for the cost of permanent patios and the timeframe for <br /> installation. Public Works Director Kowar stated the preliminary estimate was <br /> approximately $200,000 but he estimated, with the grade of the street the cost may be <br /> closer to $350,000. With respect to the timeframe, if Council desired to have permanent <br /> patios before the summer of 2013, they may be able to install a one-block area. <br /> City Manager Fleming explained permanent street improvements would have to be <br /> coordinated with the permanent patios. The street improvements would involve <br /> repaving Main Street and improvements to the infrastructure prior to installing <br /> permanent patios. He doubted it would be accomplished by next summer. <br /> Mayor Pro Tem Dalton stated if the permanent patios option is chosen, the sidewalks <br /> should be extended so the business owners could put out tables and chairs. <br /> There was Council consensus and direction to staff to proceed with seasonal patios and <br /> the midblock crossings. <br /> CITY ATTORNEY'S REPORT <br />
